Yes, candidates from other states, in fact from any state can apply in the Haryana Police for the Sub Inspector post. 

The Haryana Staff Selection Commission conducts exams for all the jobs for groups A, B (for some posts), C, and D. Sub Inspector is a Group C post and anyone from around the country can appear for the exam. If someone becomes a SI, there are chances of getting a promotion and getting to the position of DSP or SP.

The eligibility criteria for appearing for the Haryana SI exam is having graduated in any field from a recognized university. The minimum age qualification is 21 years and the maximum age qualification is 27 years for the General category and there is some relaxation for the reserved category.

Other state candidates are considered under the General category.

The pay scale of a Sub Inspector in Haryana is between INR 35400 to INR 112400. Other allowances such as travel allowance (TA), dearness allowance (DA), house rent allowance (HRA), medical, and so on are also offered.

The selection process for the post of Haryana Sub Inspector is not lengthy. There is an offline exam that consists of 100 questions of 0.8 marks each and the exam carries 80 marks. There is no negative marking.
