New Delhi: AICTE has recently declared that all affiliated institutions will offer two supernumerary seats to the talented students under its scheme and guidelines.

The AICTE's goal in granting two supernumerary seats is to empower brilliant and talented students and maximise their potential for those who scored poorly or did not appear in the entrance exam for the engineering institutes.
An official statement from AICTE stated,” The excessive weightage to grades and marks limits the creativity and innate talents among the students as they have to chase the marks through rote learning to secure admission in prestigious universities and institutions under societal and family pressure”.
Selection Process
Candidates must submit a statement of purpose as well as three letters of recommendations on correct letterhead from relevant authorities saying that they are brilliant students and are qualified for a supernumerary seat in AICTE affiliated universities.
To authenticate the document, all applicants will go through a primary screening process at the institute level. Following document review, the candidate may be required to appear in front of a panel of specialists for an interview.
Institutions that accept students under this programme will provide a full tuition waiver. Institutions may, however, charge students fees for examinations, hostels, libraries, transportation, laboratories, and other activities in accordance with prevailing norms.
Eligibility Criteria
- Only Indian nationals are eligible for supernumerary seat admission.
- Students could have either;
- won international and national-level prizes, published original research papers, winner of hackathons,
- receiving funding from government agencies for pursuing innovative projects
- receiving funding from highly reputed global companies, MNCs, NGOs for pursuing innovative projects, holding patent, having a registered start-up (as per DPIIT norms) incubated at the leading incubators
- developed an innovative project, product recognized and reported by prestigious national or vernacular media
- owner of Apps on Google, Apple, Windows stores or
- launched or is in process of launching a technology-based innovative product in the market etc
The AICTE will publish a list of institutions that are qualified to enrol students under this plan based on preset criteria and the institution's potential to foster talented students, such as NIRF/ARIIA ranking, NBA accreditation, prior performance, intake capacity, and so on.
Prof Anil D Sahasrabudhe, Chairman, AICTE said, “The need to identify the creative and highly talented students to promote innovation was felt for a long time in drawing room discussions but no action was taken so far in this direction. In the absence of a needful ecosystem, the valuable potential of the gifted students remained unnoticed, and hence appropriate nurturance of their talent has not happened. The NEP 2020 also emphasises on skilling, honing, and encouraging creativity."
