Secretary of the Department of Higher Education, Ministry of Education, Amit Kahre said that the Higher Education Commission of India (HECI) will begin its operation from the next academic session.
He made these remarks at the 93rd Annual General Meeting of the Federation of Indian Chambers of Commerce and Industry (FICCI). He also said that the benchmarking of educational institutions will be based on the outcome and not the input.

Amit Khare said that the benchmarking criteria for things like infrastructure and quality of education right now is different for different Universities.
Speaking on this, he said, “In the NEP [National Education Policy 2020] benchmarking will be done based on the same academic and research standards not based on governance. All the universities including the central private state will be benchmarked with the same criteria.”
Commenting on the National Research Foundation, which is also a key part of the National Education Policy, Khare said that it will allow all higher educational institutions to become competitive.
Khare stated that subjects like Social Sciences which are generally ignored when it comes to research funding are also added under the NEP and similar opportunities like the National Science Foundation in the United States will be offered..
The Education Secretary, Amit Khare also said that educational institutes are at the liberty to collaborate with each other and create a funding proposal.
The current method of allotting funds per student or per teacher is being changed. This funding method will be replaced with the fresh method which will be based on competition in the field of research.
Through the new funding method, it will become easier for private universities to get access to government funds. On the other hand, public universities will no longer be guaranteed to have a fixed amount of funding.
Education Secretary, Khare talked about the major plans that the government has for the academic year 2021 which includes the common admission for central universities which will be conducted from the year 2021.
Khare also stated the major changes in the education system and informed about the NEP proposal of an academic bank of credit is implemented.
The academic bank of credit will let students transfer credit from one university to another university. In addition to this, many other proposals of NEP will also be considered for implementation from 2021.
