New Delhi: IIT Patna plans to collaborate with the Bihar Government to set up science laboratories in the 50 models higher secondary schools in two phases.
The estimated cost of this project is approximately INR 79,649,900, as clarified by the Director, Secondary Education, Manoj Kumar. An MoU will also be signed regarding this collaboration later.
As per this partnership between IIT Patna and the Bihar Govt., during the first phase, science laboratories will be set up in Patna-based seven model higher secondary schools. The schools are to be selected on the basis of the number of students enrolled. The approximate budget for this part is INR 10,531,400.
During the second phase, 43 model schools across the state, will be provided with the facility at a tentative budget of INR 69,118,500.

This can be termed as quite a significant move, especially because there has always been an extreme shortage of teachers of Science along with good lab facilities in the Government schools.
“As a result, as they move to colleges, they usually face a huge gap. The scientific temper is developed in class 9-12 stage and hence it is a positive move by the government to prepare students at that stage with lab work, but it needs to be a prerequisite in all secondary and higher secondary schools. It makes science learning interesting and absorbing,” as stated by a Patna University teacher.
In 2013, the Bihar Govt. decided to open a higher secondary school in every panchayat. The state includes 8387 panchayats.
With the Government starting 6421 higher secondary schools in panchayats without any HS school or upgrading the existing middle schools, the total number of HS schools has come up to 9360. The infrastructure, however, along with the number of teachers, is still lacking.
During a review meeting, held earlier this month, Chief Minister Nitish Kumar, also focused on how the authorities should put the effort in meeting the requirements of teachers and developing infrastructure in a phased manner. This is to help the students in availing higher secondary schools within the panchayat itself.
Manoj Kumar has explained that 50 model schools with proper infrastructure and good students have already been identified for the purpose of setting up the labs. Bihar Government is to make use of the expertise of IIT Patna and NIT in improving the condition. The MoU will be signed soon, as confirmed by the Director.

Commenting on the case of the other schools, he has stated that there are plans for other schools as well, but that will be worked out later by the time teachers’ recruitment will be completed.
“The sixth phase recruitment has also stopped mid-way due to court order. We will also move the court for relief. After that, the seventh phase will also be completed to meet the requirement of teachers. For science teaching, science labs are important and so we will see how to go about it to ensure that all higher secondary schools have proper facilities,” as added by the Director.
