Plea in SC Seeking Permission for Ukraine Returnee Students to Continue Medical Studies in Indian Colleges


New Delhi: A plea has already been filed in the Supreme Court seeking necessary direction to the Centre and others to accommodate the Ukraine returnee medical students in Indian medical colleges with relevant Indian or foreign degrees.

The plea also states that as an alternative, the Centre and the states should coordinate with the concerned authorities in Ukraine and allot some seats in the central, state or private medical colleges. These seats can be considered as part of the overseas campuses of the Ukrainian institutes. This can be a makeshift arrangement so that the students can continue their studies till normalcy is restored in war-stricken Ukraine. 

Filed by advocate Rana Sandeep Bussa and others, the plea focuses on the unfortunate plight of the Indian students who were compelled to discontinue their education in Ukraine.

Many such petitions were already filed in high courts and the Supreme Court in order to seek direction to the Centre to provide opportunities for the continuation of Ukraine returned Indian students. This particular petition seeks to invoke the fundamental right as per Article 21- the protection of life and personal liberty.

Pravasi Legal Cell also has filed a petition before the Delhi High Court regarding the same issue. The petition filed in the apex court states that the Union Government has done a brilliant job in safely bringing Indian students back to India. The Government, however, needs to prepare a plan so that the students can get opportunities to continue their studies. 

A lot of Indian students studying in Ukraine have been displaced from their medical universities and are forced to leave behind their medical courses in between and this war has caused the Indian medical students huge financial, mental, physical hardship including academic breakdown”, as stated in the plea. 

The abrupt discontinuation in their education and compelled evacuation is bound to impact the students in a disastrous way. Even after coming back to the safety of their own country, the future prospects of these Ukraine returned students seem to be bleak and filled with uncertainties. To ease their worry to some extent, these petitions along with many others with the same cause, are being filed.

The plea has highlighted the fact that the National Medical Commission (NMC) has allowed foreign medical graduate students to complete their internship in India due to the ongoing war situation. Similarly, the Government has also been requested to consider the plight of these students and do the needful.
