New Delhi: The University Grants Commission (UGC) has invited online proposals and suggestions from the Higher Education Institutes (HEIs) and academics regarding the development of Massive Open Online Courses (MOOCs) for SWAYAM.
SWAYAM is the Government’s e-learning platform. UGC has requested all the eligible faculty members, the Vice-Chancellors of Universities, Directors of the IITs and Principals of colleges to submit proposals for courses on UG/PG level for SWAYAM. Proposals can be submitted through the official portal latest by May 15, 2022.

The concerned stakeholders are to develop 194 UG courses from Humanities and Social Science streams on subjects like Geography, Psychology, Economics, Hindi, English and Sanskrit. There are 155 courses to be developed in science subjects like Chemistry, Computer Science, Mathematics, Physics and EVS.
UGC’s Founding Principle of the Courses:
UGC asked for the development of the courses for SWAYAM on the basis of the six pillars of India’s Arctic Policy (IAP). The entire policy, titled “India and the Arctic: Building a Partnership for Sustainable Development” includes six pillars. Those are:
- Strengthening scientific research and cooperation
- Climate and environmental protection
- Economic and human development
- Transportation and connectivity
- Governance and international cooperation
- National Capacity building in the Arctic region

UGC discussed in its official notification, how there is a need to create strong awareness among the institutes and stakeholders about the availability of courses, job resources and research opportunities in the area of Arctic or Polar Studies.
“India's Arctic Policy will play an essential role in preparing the country for a future where humankind's biggest challenges, like climate change, can be addressed through collective will and effort. Implementing India's Arctic Policy will involve multiple stakeholders, including academia, research community, business and industry”, as stated by the UGC.
The primary aim is to promote inter-ministerial coordination in India’s pursuit of the knowledge related to the Arctic region along with the effect of climate change in the Arctic on India’s climate, economic and energy security. It is also to develop better analysis, prediction and coordinated policies related to global shipping routes, energy security as well as exploitation of immense mineral wealth.
UGC on the Development of MOOCs:
As per the official statement by UGC, these courses will definitely help the faculty in capacity building by using the Information and Communications Technology (ICT).
Earlier, on December 24, UGC declared more than 100 new online courses on the SWAYAM platform from January 2021. Out of which 78 were UG and 46 PG non-engineering courses.
Referring to the “UGC Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education, 2018”, the Commission also explained that these courses will also help the faculty in improving their academic score required for career progression.
