Yes, IET Lucknow takes admission through JEE Main. From 2021 the institute started accepting JEE Main scores. Earlier IET Lucknow admission was done based on USEE scores.
The required cutoff varies depending on branch, category, preference of college, availability of seats, etc. Popular branches such as CSE usually have a higher cutoff requirement.

A few years back a friend of mine got admission to the branch of engineering with a rank of 2415 in the general category and a rank of 518 in the OBC category.
So, there’s a good chance that you will get admission at IET Lucknow.
You have to wait till the final counseling takes place which is open for all. In the meantime, you should take admission in any branch you get there and wait for final counseling.
Taking into consideration that HBTI is now not taking admission through UPSEE the first option for students would be IET Lucknow.
Talking about the previous year's closing general rank in CSE was somewhat around 2600. So you can predict the answer to your question.

I have a friend at IET Lucknow and he confirms that with a general rank of 3348, you should get admission at the institute.
From what was seen recently a few years back, a big number of seats were vacant in the government colleges. So for this, they did two spot rounds and the students who had their ranks in the 15000s also managed to secure seats for themselves.
If this happens in the future, then you can secure seats in Civil or Chemical Engineering with ease in IET Lucknow or any other government college that is under AKTU. Do not keep only IET Lucknow in your sights and also look for other options as well.
You can also get admission through category rank or any quota if you have it.
Given your rank, you have the slightest chance of securing a seat in IT eventually until it is the last round of counseling.

The only condition to this is that you have to belong in the top 5% of the branch. On the other hand, IT still is not a bad choice to go for.
With this rank, you might or might not get CSE in IET Lucknow, but you still have your options open regarding choosing from a pool of other branches.
Decide a branch that you prefer, after that go through the colleges of that particular branch. Pay attention to the college’s overall performance, placements, faculties, location, etc. as they are the major factors.
