Based on the review that I received from my friends at these two institutes I will say PEC is better. But if you have an interest in CSE then go for CCET.

PEC Chandigarh and NIT Meghalaya, neither of them are good colleges as of now due to some major reasons.

It is suggested to take a year drop and start preparing for JEE Main properly and aim to score higher marks. Appear for the January exam and not the April exam as almost every student targets for it and it can be very difficult to score higher rankings as competition will get very tough. January exam will have less competition and it will be easy to get higher rankings which can indeed open possibilities to get admission in one of the top IITs or NITs.
PEC Chandigarh is a government college and the hostels are okayish as these are typical government college hostels. There are different hostels for each year students with spacious rooms and from the second year onwards, each student gets their own separate room and this is the best thing about PEC Chandigarh hostels.
These are a few of the major things that you should know about the hostels at PEC Chandigarh.
If you are interested in CSE and have the confidence that you will be able to get IITs/NITs/BITS, you can take a drop year. But this option has its risks. PEC Chandigarh offers branch sliding options. Although the cutoff requirement is high for CSE, it's certainly doable with hard work. This way you won’t have to worry about a drop year.
There are many things to consider while choosing a college such as placements, location, branch, choice, your expectations after 4 years of engineering life, etc.
If you have a liking for a particular branch then go to that college all things considered. Being a student of MNIT myself, I can say that, if you are only concerned about placements then MNIT Jaipur will prove to be a better choice.

However, if you are thinking of branch change after entering the college then MNIT Jaipur does not provide that option while PEC Chandigarh offers that option. So choose one according to what matters more to you.
MNNIT Allahabad has recently placed more than 2000 students in top companies like HP, HCL, Adobe and Oracle. Out of 167 students 163 were placed from the CSE department.

PEC Chandigarh is the most ideal institute for pursuing CSE course in terms of placements and facilities.
Both NIT Jalandhar, as well as the PEC Chandigarh, provides full-time 4-year long UG courses for CSE and ECE. NIT Jalandhar has been ranked 52 by the NIRF rankings this year, while the PEC Chandigarh has been ranked 68 by the NIRF. The PEC Chandigarh is a Deemed University while NIT Jalandhar is a Government Institute.
Admission:-
NIT Jalandhar offers a B.Tech in CSE, while PEC Chandigarh offers a BE course in ECE.
Both the Colleges consider the marks of JEE Mains and the 12th marks by creating the merit list.
The minimum requirement for admission is 60% in-class 12th at PEC Chandigarh, and 75% at NIT Jalandhar.

The NIT Jalandhar has a great alumni network for the CSE department, while PEC is better in terms of placement for ECE due to the core companies visiting the campus every year.

The highest CTC and average CTC received by the CSE students are respectively 39.3 LPA and 13.12 LPA. Even two students from the institute got an off-campus placement of almost 65 LPA in Google last year.
Almost 129 Companies visited the campus with Deloitte, Microsoft, Oracle, Adani Group, Kirloskar Oil Engines, Accenture, and Adobe Systems India Pvt Ltd included.
PEC Chandigarh:
As far as the 2020 placement placements are concerned the placement rate was 83%.
The highest CTC received was 17.3 LPA.
The average CTC recorded was around 7 LPA.
There were almost 56 participants in the campus placement with top recruiting companies like Deloitte, Amazon, JP Morgan, LinkedIn, Flipkart, Tech Mahindra, Mercedes Benz, Cleartrip, Intel, etc.
PEC Chandigarh is quite famous in North India, while NITs have great recognition all over the world so it can be said in terms of brand value NIT Jalandhar is ahead. Also as far as placements are concerned, the CSE has an edge over the ECE. In every aspect may it be the placements, the overall fee structure, the faculty, the infrastructure, or the overall brand value, choosing CSE at NIT Jalandhar over the ECE in PEC Chandigarh would be more preferable.

Both UPES Dehradun and PEC Chandigarh are reputed institutes. I have few friends from both institutes and based on the reviews I got from them, I will say UPES is a better choice.

The city of Chandigarh has a lot to offer. There might be a few problems regarding food and accomodation in Vellore for non local students. Other than that, PEC provides necessary facilities including an excellent library, workshops, sports grounds and much more.
PEC has moderate fees, compared to VIT, as being an institute of national importance. PEC has a better student culture, with no management quota. Also, has a far better employee reputation throughout the years.
