The simple answer to your question is no, the new HR programs of IIM Ranchi, NMIMS, or XIMB are not at par with the established ones XLRI, TISS, MDI, and SCMHRD. The established programs especially that of XLRI are the epitome of HR programs. They cannot be compared to the new ones at any given level or parameter.
Now one can say that the curriculum can be replicated and learned faculty can be sought to match the quality of the HR program at these institutes. But the truth is faculty and curriculum are the main but not the only factors that determine an institute's worth. Its own culture, ethics, and background have a lot to do with the programs it offers.
So one cannot match XLRIs programs no matter how much they try.
Given the two chances, I will definitely join IIM Rohtak over NMIMS anytime. The reasons for my choice are
Campus: The newly made campus of IIM Rohtak stretches over 150 acres and is loaded with top-notch facilities. Although some might consider its location at a disadvantage to NMIMS, in reality, it is just an hour's drive away from Delhi.
Placements: IIM Rohtak has an upper hand in placement opportunities as well.

Pedagogy: You can never compare the pedagogy of an IIM with any other B School. It’s very rigorous and the curriculum does not focus on academics, but also on exposure. This exposure is brought by events like TEDx and Marathon where students learn how to manage. Guest faculties from other IIMs, institutes like MDI, and senior management from top firms visit the campus for industry exposure.

Most activities are conducted group-wise and each group comprises students from different backgrounds.

In my opinion, the best course among these is IPM. Some might even think I am a little biased towards this course but in reality once you learn the advantages of this program you will change your mind.
The Programme consists of 15 terms spread over a period of 5 years, with each year having 3 terms of 3 months. The subjects of the initial 3 years focus on the foundation and the last 2 years have core subjects that focus on Management.

Still if you are not convinced that IPM is the best alone the courses you mentioned, the order for the other courses is

The only advantage the other courses have over IPM is that their model is tried and tested and open to lesser risks. Hence the scope is not that much limited.
