I assume you are specifically talking about the CSE branch only. In that case, IIIT Hyderabad is certainly better than ISM Dhanbad in many ways. It has better research opportunities, curriculum, placement scenarios, better recognition among software companies, and a higher number of people qualifying for ICPC and GSOC.
However, everything about IIIT Hyderabad is CS-tailored so if you are open to other options or aren’t yet certain of CSE, then choosing ISM Dhanbad will do you more good.
So ultimately the ‘better’ college depends on your choice.
In terms of college, IEM and HIT both provide similar career opportunities in the IT sector. Major recruiters like TCS, Infosys, CTS, Capgemini from the IT sector visit both the institutes.
If you had to pick between the two engineering fields, you should always go with CS. If you select CS, you will be able to apply for a variety of government/public sector positions (ISRO, BARC, IOCL) after completing your B.tech. According to my friends, you will find that after enrolling in Maharaja Agrasen Institute of Technology, all you'll have to do is show up for sessionals and assignments. You must attend lessons or else the HOD will contact your parents. However, this opinion varies from person to person.

According to me your college will last for 4 years. However, your branch will become an intrinsic part of your personality and profession. Unless you have an interest in Metallurgy or a good chance at sliding to another branch, choose CSE at NIT Durgapur.
NIT Warangal is better in terms of infrastructure, faculty, campus, faculty, and placement support. But the recruiters prefer students from the software field; the metallurgical students only get an average salary package, which is pitiful.
The decision can be made by giving primary importance to your interests and you should keep in mind that the selection of a better branch decides your future and not the college

To change the stream from ECE to CSE, having an SGPA of 8.5 or more at the end of the first year is mandatory. It goes without saying that you will have to focus on your academics and try to maintain regular attendance. Complete your lab assignments and you can easily achieve an SGPA of 8.5 or even more.
Heritage Institute is now an autonomous institute so all the scores are in the hands of the faculty. The scoring rate has seen a slight decrease since the time it was under WBUT.
