If your goal is to prepare for IES, it is not advisable to join M.Tech at IIT Kharagpur/Bombay/Madras. The M.Tech program at IITs is designed to help you gain a deeper understanding of your field of interest, which can aid in your career. However, it is not beneficial for IES preparation, and attempting to do both may be challenging, as the coursework is rigorous. If you try to do both, it may hinder your progress in both areas.
Furthermore, M.Tech programs at IITs are often impacted by PSU recruitment. Students who don't get into PSU's take M.Tech as a backup option, but they may leave the program if they receive a PSU offer, leaving vacant seats in M.Tech. This prevents people who are interested in pursuing M.Tech from getting admission. Therefore, if you join the M.Tech program, you may be taking a spot that someone else who is genuinely interested in M.Tech could have had. Hence, it is advisable not to go for it if your primary goal is to prepare for IES.
IES or Indian Engineering Services is a central government service for engineers who will be designated as class 1 officers. Depending on their engineering branch and the choice of post, the nature of work varies from one officer to another.

Furthermore, IES requires a competitive surrounding along with good coaching, study materials, test series etc. So, if a student is very much confident in managing both M.Tech and IES preparation, then IIT- Delhi is a good option since Delhi is considered as the hub for such competitive exams and a lot of good coaching centres are within 1km radius.
