Yes, Directorate of Distance Education (DDE) in Patna University let you complete graduation in 3 years without attending regular classes. They provide the best notes and study materials to help you complete your graduation. A number of courses are offered under Patna University DDE and you can choose accordingly.

Other than that, there are no such colleges that allows you to complete graduation without attending classes.
