Which is the best option among PEC Chandigarh, NIT Kurukshertra, NIT Hamirpur, BIT Mesra, Thapar, VIT, or any other good college that I can get with a JEE rank of 16k?

You will not get CSE, electronics, or mechanical in PEC Chandigarh with this rank nor in NIT Kurukshetra.
