TISSNET Reservation Policy 2023 governs the final admissions into TISS Mumbai, Tuljapur, Guwahati, Hyderabad and Chennai campuses . In order to avail reservations at the TISS Institutes, eligible candidates must fill their category while submitting TISSNET Registration. Candidates availing of the reservation under any of the above categories must produce supporting documents issued by the competent authority.
Each TISS Campus has a reservation policy for the following category:
- Economically Weaker Section (EWS),
- Scheduled Caste (SC),
- Scheduled Tribe (ST),
- Other Backward Classes (OBC),
- People with Disability (PWD)
However, in the Guwahati campus, these reservations are applicable only on the 34% of total seats as 66% of seats are reserved for 8 states in North-Eastern India.
- There is a separate quota defined for Kashmiri students, children of army personnel or defense personnel, and government officers who are working at any government office at the Central or State level.

TISSNET Reservation: Mumbai, Tuljapur, Hyderabad & Chennai Campuses
There are well-defined reservation rules which are covered under the guidelines of reservation policy for TISSNET 2023 that will be followed at the time of seat allotment. Following are the number of seats reserved at TISS for different category candidates.

The clause of any alteration in the policy for TISSNET 2023 is as follows:
- Seats reserved for SC/ST category candidates shall be filled by SC/ST category candidates only. In case the eligible candidates are not available, the seats may be interchanged between SC and ST only. In case the seats are left unfulfilled then the same will remain vacant for the year.
- The seats reserved for OBC category candidates should be filled by OBC candidates only.
- If the seats of OBC remain vacant after the eligible candidates’ list is over, they will be converted into general category seats.
- The rules of conversion will be defined by the institute.
Reservation for EWS Category
Economically weaker section candidates who are not covered in the reservation policy of SC, ST, OBC category will be offered a reservation of a maximum of 10% of the total seats in each category. Candidates whose family has a gross annual income below Rs. 8 Lakhs can avail the reservation policy of EWS category.
The gross income should include the income from all sources i.e. salary, agriculture, business, profession, etc. for the financial year prior to the year of TISSNET application. In case a candidate’s family income is less than Rs. 8 Lakhs but they have the assets given below, they will not be considered as EWS category candidate.
- 5 acres of agricultural land and above:
- Residential flat of 1000 sq. ft. and above,
- Residential plot of 100 sq. yards and above in notified municipalities;
- Residential plot of 200 sq. yards and above in areas other than the notified municipalities.
Its is to be noted that, while applying the property holding test to determine EWS status, the property held by a “Family” at different locations/cities will be clubbed together. “Family” mentioned here includes the person who seeks the benefit of reservation, his/her parents and siblings below the age of 18 years as also his/ her spouse and children below the age of 18 years.
The reservation for EWS category can be availed by producing an Income and Asset Certificate issued by a Competent Authority mentioned below:
- District Magistrate/ Additional District Magistrate/ Collector/ Deputy Commissioner/ Additional Deputy Commissioner/ 1st class Stipendiary Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/ Executive Magistrate/ Extra Assistant Commissioner
- Chief Presidency Magistrate/ Additional Chief Presidency Magistrate/ Presidency Magistrate.
- Revenue Officer not below the rank of Tehsildar and
- Sub-Divisional Officer or the area where the candidate and/or his family normally resides.

TISSNET Reservation 2023: Guwahati Campus
- Going by the rules of the admission process, TISS allot 66% of seats to the candidates from 8 states from North-Eastern India.
- Seat allotment processes for each of the states will be governed by the reservation rules of the respective states.
- Seats share left for the candidates from the remaining states come to be around 34%.
- The seat allotment in this share of 34% will be governed by the rules issued by Government of India (GoI) inferring that the reservation will be applicable on the rest 34% of seats.
Person with Disability
As per the guidelines issued by GoI, 5% seats are reserved for the person with a disability. The five categories of disability benefits are as follows:
- low-vision/blindness
- Hearing impairment
- Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victim and muscular dystrophy
- Autism, intellectual disability, specific learning disability and mental illness
- Multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindness in the category identified for each disability
The disability certificate must be issued by the competent government authorities and the degree of disability accepted under the quota is more than 40%. Such a person can request the assistance of a scribe. The scribe must be an undergraduate student, registered at the time of filling TISSNET Application Form. The scribe must bring a valid photo ID proof at the time of examination.
Kashmiri Migrants
As part of the supernumerary quota of TISSNET reservation policy, 5% seats are reserved for the students of Kashmiri origin. The rule is applied as per the GoI reservation rules. Candidates seeking admission under Kashmiri Migrants seats should submit attested copies of the following documents along with the Detailed Application Form and bring the same in original at the time of PIT/PI:
- Certificate of registration as Kashmiri Migrants issued by the Relief Commissioner, Jammu or Divisional Commissioner, Delhi to establish the status of the applicant as registered migrants.
- Provisional or Senior School Certificate examination recognized as equivalent thereto.
- Mark-sheet of the Senior School Certificate Examination or an examination recognized as equivalent thereto.
- Secondary School Examination or an examination recognized as equivalent thereto ( showing the Date of Birth).
- Proof of property in Kashmir of the parent of the candidate.
- Proof of current residence such as Ration Card, Photo Identity Card issued by the Election Commissioner, Driving License etc.
Armed Forces
Under this, 5% of seats are reserved as per the policy for the children /widows of personnel Armed/Paramilitary Forces killed/disabled in action during the hostilities in the following priority:

TISSNET Reservation 2023: Deputed Candidates
This quota is available for working professionals or students/ candidates who are working in the government sector on a full or part-time basis:
- Candidate working as a government officer/employees/ teacher/ resource person at Departments of Education/SCERTs/DIETs and wishes to apply for M.A. Education (Elementary) program, they must send TISSNET form through the relevant authority nominating the candidate.
- The selection will be done based on the documents submitted and the screening test process. This will be followed by a PI.
- If the Central or State government sends an officer who has already debuted at a post for studying Master’s Degree programme, he will have to appear for PI.
- In case Defence personnel is applying for M.A. /M.Sc. in Disaster Management, the eligible candidate will be called for a written test at TISS, and if it is found eligible, he will have to appear for PI also at TISS.
TISSNET Reservation 2023: International Candidates
- Admission of International candidates/ students will be done through the International Relations Office (IRO) of TISS for any of the Master’s Degree program.
- Students will be admitted at the beginning of the degree program, in case of a Master’s program, for a short-term course, students can be admitted at any time during the year.
- All students of foreign origin who hold citizenship certificate with or without Indian citizenship certificate are eligible to apply as international candidates.

Ques. What is a Supernumerary Quota in TISSNET 2023 Exam?
Ans. The supernumerary quota is an additional reservation policy issued by the GoI, in order to provide tuition fee waiver benefits, to the students, where the annual income of the family is less than 4.5 lakhs. The supporting certificate issued by the Tahsildar has to be produced by candidates at the time of TISSNET Counselling 2023.
Ques. Is there a reservation for OBC (Creamy Layer) in TISSNET 2023?
Ans. There are no specific reservations for OBC (Creamy Layer) candidates at any of the programs in TISSNET 2023. There is, however, 27% reservation for OBC (Non Creamy) layer candidates.
Ques. Are there any reservations for foreign candidates at TISSNET Counselling 2023?
Ans. No, TISSNET 2023 does not have any specific reservations for foreign candidates. The reservations are for SC, ST and OBC(NC) candidates only.
