Professor H.D. Charan is the Vice-Chancellor of Bikaner Technical University. He has an experience of 35 years in Technical Education, Research, and University Administration. He is a leading consultant in the field of civil engineering.
What are the key factors that keep you connected with the education sector?
“Being a mentor has always given me pleasure”
I am a civil engineer. Initially, I never thought of becoming a teacher while I was still pursuing my education. However, after completing B.Tech, I got a job as an Assistant Professor, the first job of my career. As my qualifications enhanced, I found myself to be more suitable for education or research. As a faculty, I was always associated with students in the capacity of Proctor Warden, Chief Warden, Dean - Student Welfare and so on. I find myself very happy and comfortable with students and mentor them. This kept me always associated with teaching.
How do you strategize about the key programs and plans for the marketing and administration of your school?
“Constant up-gradation of syllabus and schemes”
Bikaner Technical University is a newly formed University. I am the first Vice-chancellor, since 2018. I always kept in mind that whatever processes and standards I set, that will be continued afterwards. Thus, I need to be very much careful in strategizing the future course of actions for BTU. Secondly, I kept in mind that my university should be the first in adopting courses which will be useful for my students after they get in the industry. In-demand courses such as artificial intelligence, machine learning, data sciences were very first introduced by our university. We have upgraded the schemes and curriculum for M.Tech and MBA in such a way that the students have to visit the industry on the very first date of the start of the semester. It is a part of their curriculum and it helps them to be industry-ready.
How does the curriculum of Bikaner Technical University ensure the best practice of industry?
“Keeping them connected to the industry and society”
While deciding the members of the Board of Studies, I ensured that at least one or two members from the industry are to be included, so that the syllabus shall be following the requirements of the industry. Further, students are also required to go for training at the end of even semester exams, in their summer vacations. They are also encouraged to take social internships to feel associated with society and a part of the solution to the problems facing them.

Any insights into how your university could be more welcoming to students of different races or economic backgrounds?
“Teaching the importance of having empathy and maintaining the same”
Human value education is an integral part of our curriculum. Students are taught to understand that all human beings are the same in terms of purpose, potential and program of their life and hence they are an equal human being. During the Covid-19 lockdown, BTU has conducted week-long online workshops for the students to understand the purpose of life, their roles and responsibilities to their family, society and nature.
What are some of the biggest challenges you see, both for higher education in general and for Bikaner Technical University specifically?
“Promoting the culture of being job-givers”
The requirement of the industries and the number of students coming out from the institutes every year are not matched with, which has led to unemployment. Therefore, it is vital to know the industry requirement and the professionals should be moulded that way. For higher education, as a whole, our education has stressed upon the fact that every student should get a job after completing their higher education. This has led to the impression that the students will not adapt to their parent’s business. Every student is expecting a job from someone else. This is the biggest challenge of higher education. The educationists, I strongly feel, have to tell to the students that pursuing higher education helps them to be a better human being and can do better in their own business or developing new business, building their startup rather than looking for job from others.
What do you think should be the University’s top priority over the next 10 years?
“To produce committed and skilled professionals”
BTU’s top priority is to develop industry-oriented courses, training programs and focus on innovation and research. As I mentioned earlier that BTU is a newly formed university, I want the students studying here to have access to the courses which are updated and structured to meet the industry needs. This will ensure that the students are ready to join the industry from day one, post their graduation and help in the development of the society and the nation.
What would you like people to know about your university they may not know?
“Instilling ethics and morals in young minds before anything”
For a newly formed university, the infrastructure and faculties here are no less than the premium institutes of India. We have structured the courses in such a way that the student not only excels academically but also instil value-based education. Thus, we provide our students with value-based skill education. This will groom the students to be useful for the development of society as well as our nation.

“Take responsibility for your actions”
Whatever career you choose, whatever performance you exhibit, whatever decision you take, it is your responsibility. Therefore, always develop yourself to take responsibilities in taking a decision and choosing your path of life. After all, we all live to be happy.
