I think doing a BTech in Civil Engineering at IIT Bhubaneswar is a better choice than opting for a BE in CSE at BITS Hyderabad. No doubt BITS Hyderabad is a great academic institution but IIT Bhubaneswar is known for offering exceptional academic standards and research opportunities to the students.
Both IIT Gwalior with CSE and IIT Bhubaneswar with mechanical are great options for you to pursue but the choice majorly depends on your academic choices, career goals and personal preferences.
The CSE duel degree course offered at IIT Bhubaneswar is good and have a decent placement record. The institute offers a dual degree course in CSE with a duration of 5 years/10 semesters. The essential eligibility criteria for taking admission in the CSE dual degree program is 60% marks in 10+2 PCM. The final selection is based on the performance of the candidate in the JEE Advanced examination. In 2019 the JEE Advanced cutoff for B.Tech+M.Tech in Computer Science Engineering was 2114-6517.

The closing rank in IIT BHU for CS is under 1000 and that of IIT Bhubaneswar is under 2500. Thus students with a better rank often choose IIT BHU. Coding Culture, Faculty, etc. are also better in IIT BHU.
Placements are also better in IIT BHU for Computers than IIT Bhubaneswar. But despite being a newly established institute the first batch in Computers of IIT Bhubaneswar got placed with an average salary package of 15 lakhs per annum.
So, IIT BHU is a better choice for computer compared to IIT Bhubaneswar is also worth considering because their Computer Engineering department is the most popular. In 2019 placement in Computer Engineering was 100%.
As IIT Bhubaneswar is a new IIT, it’s still developing in terms of infrastructure, faculty, etc. If you have the option to get admission in old IIT, BITS CS, or top tier NIT CS, then you should go for these. These institutes offer a better CSE program. But if you don’t have admission offers from any other college of this stature, then IIT Bhubaneswar will be better as it represents the IIT brand.
There is a lack of infrastructure in terms of GPUs, supercomputers, etc. which are required for research works and academic projects. The department of CSE is called the school of electrical sciences and from 2017 they have come a long way. The faculty of this department is good and mostly all of them are doctorates.
The placement at IIT Bhubaneswar is decent, with CSE scoring a perfect 100% in placing all the students considering it’s a new branch. The companies coming to campus are big brands like Deloitte, Capgemini, Amazon, Adobe, Goldman Sachs, OYO etc. as well as PSUs like ISRO, IOCL. The average package is 11.44 per annum for the year 2019.
Considering IIT Bhubaneswar with the colleges mentioned above, consider joining them. But if you have got offers that are not good then go for IIT Bhubaneswar cause the IIT brand will surely help you in the future.
I can understand that choosing between IIT Bhubaneswar for CSE and IIT Kharagpur for mechanical engineering can be a tough choice. But it depends on your career goals and preferences. I don't have much idea about IIT Kharagpur but I can guide you about IIT Bhubaneswar. Being a student at IIT Bhubaneswar myself I can say that the institution offers excellent academic standards for the students.
Firstly, there is no CSE department in Mizoram University. The department they have is Computer Engineering (CE) and not Computer Science Engineering.
The CE department has an intake capacity of 30 students. Out of 30 intake, 15 students are taken through JEE main and 15 students are taken through MZUEEE (Mizoram University Engineering Entrance Examination).
There are 3 computer labs with 30+ computers. All classrooms are equipped with ICT facilities.

You will almost certainly obtain it if your rank is within 3500. According to the marks you have, you have a good probability of succeeding.
If you are unable to enter Heritage, do not hesitate to enter Techno India Saltlake. They have also delivered fantastic placements in both CSE and IT this year. I wouldn't recommend IEM Saltlake because it's more strict like a high school than a college.
If you score 85+ marks, I believe you will be eligible for Heritage.
So in the end, I would only suggest to you that it varies year by year that how many marks are required, and as competition is increasing with each day, only your hard work and dedication towards your dream can land you in a good institute.
