One of my friends recently graduated from Dayananda Sagar College of Engineering and according to him, if you fall under the General Merit category, there is no chance of getting CSE in DSCE. For DSCE the recent cutoff for CSE is 2361.
But if you fall under other reservation categories, then there is a chance you can get a seat in the second shift in CSE. Check the recent cutoff rank for your category to know about your chances.
There is no difference between the normal shift or the second shift. The only difference is the college code. Rest all is as the normal shift. You can't change your branch if you get admission in the second shift.
If placement is your concern, then you can also go for DSATM. Because during placements, both DSCE and DSATM students are allowed to attend together in the same campus.
There is no partiality between DSCE or DSATM for placements. All are given equal opportunity.
Before making a decision on what college you want to get admitted to there are some factors that must be kept in mind: the quality of academics and faculty, extra-curricular activities, the record of recent placements.
There are far better options such as IEM and Techno India. Heritage is an overhyped institute. Also, look for institutes that are not in Kolkata if you want better exposure.

Admission to IIMs in general and IIM Ahmedabad specifically are done on the basis of the Common Admission Test or CAT. IIMs are the best institutes that provide MBA programs across the country and thus the admission criteria too are rigid. The focus on academic background is less than CAT and the minimum percentage required in Graduation is 50 percent marks in any discipline. The primary focus is on the CAT score and WAT-PI.
Generally, IIMs eligibility criteria are 50 percent marks in Graduation and CAT scores. However, the IIM shortlisting criteria for admission include 95+ CAT percentile and 70 percent and above in graduation. This means 50% makes you eligible for admission but 70% and above makes you a better candidate for admission thereby increasing your chances of a call. It’s best to aim higher than the CAT cut-off percentile fixed for that year to maximize your chances of selection.
So we can say that the Eligibility criteria for IIM admission include 50 percent in graduation combined with CAT score and GD-PI around.
I have a few friends from the institute and according to them with a rank of 11900 in JEE Mains it will be difficult to get into CSE at NIT Goa. You should look for other colleges in order to get into your preferred branch. Here is the cutoff of NIT Goa for 2021.

Look for the previous year's cutoff on the previous JEE main website, which will give a pretty rough idea about what branch and college you can get into. However, I will not recommend NIT Goa for CSE. Since it is a new college and no big or well-known companies come there for placements. Infrastructure and resources are not as par according to NIT standards. You can also try some private universities such as BITS, Thapar, VIT, or MIT.

The General cut off marks is mostly around 1-532 for BA (Hons.) Social Sciences.

Never target a fixed score if you are planning to clear JEE because the level of difficulty of the exam varies every year. The closing rank of an OBC candidate is 340 for the CSE branch at IIT Delhi. So, on a rough estimate, a score of around 230 might get you into CSE as an OBC student. However, you wouldn’t limit your capabilities to your branch but give your best.
Some of my friends attend the Kalinga Institute of Industrial Technology (KIIT) and according to them, with a rank of 18000 in KIIT, you can get any core or other branches except CSE, IT, and ETC.
