Two years ago, one of my friends was in the same situation. He could have taken electrical and sit for every company’s placements. If he chooses mechanical, then only core opportunities are open. Given the circumstances, he chose electrical in the first round of counseling. It was so because he would at least get a chance to sit in almost every business.
Sitting in a good company does not guarantee a good job, and mechanical engineering at PEC is far superior to that of many NITs and even IITs. Trusting his seniors and teachers, he switched to mechanical on the spot round to which he doesn't regret till now.
If you're interested in electrical, go for it. Since my friend had no particular interest in any of these subjects, he preferred mechanical over electrical.
Both IGDTUW Delhi and PEC Chandigarh are reputed colleges and are equally good but both these courses are very different from each other.
If you are interested in higher studies and want to do M.Tech or Ph.D., then only opt for PEC civil. The pressure for studies would be less. You also have no restrictions in doing extracurricular activities. Here you can focus on other things besides studies, like on your hobbies or learning and developing a new skill or a new language which can be helpful in your career.
Here’s a brief overview of the courses mentioned in the question.

It all depends on your personal preferences and what appeals to you the most. However, if none of these two branches piques your attention, then definitely mechanical engineering in PEC is the way to go.

It would be advised that mechanical is always a better choice than aerospace. You can choose to go for Mechanical engineering without giving it much thought and discussion.
The cutoffs are released after the spot round. So, it’s difficult to say what is the required cutoff for Electrical branch in the spot round at PEC Chandigarh.
But assuming that you are from the open/general category, these are the starting cut-off ranks for recent years.

Since the number of seats in PEC is the same as last year (no increase or decrease) you can expect fairly the same ranks this year too. So, work hard and make sure you get in the rank range.
In terms of brand recognition and exposure, NSUT IT is better than PEC Chandigarh. Delhi offers way better exposure, due to the presence of the industry belt in the area. There are many reputed technological institutes in Delhi such as IIITD, so the learning opportunities are ample.
CSE and IT aren’t too different. The major difference between the two branches is hardware and 90% of students are more invested in software roles. If you aren’t particularly interested in the hardware section of Computer Science, choosing NSUT will be better. NSUT placements are great for IT. Students of the branch get salary packages in the range of INR 4 - 20 LPA.
One of my friends is an alumnus of PEC Chandigarh. According to him, the Mechanical branch has good placement statistics. Here are a few highlights of the branch that may be helpful.
Lastly, if you have options to go for better NITs such as Allahabad, Bhopal, Raipur, etc. go for it. Many reputed PSUs visit the campus placements of these NITs and offer Design profiles.
Among the two, Mechanical at PEC Chandigarh would be a better choice. PEC being an old and highly recognized institute whereas NIT Delhi is comparatively a newer establishment.

The comparison between Electronics and Communication at NIT Delhi and Mechanical at PEC Chandigarh is entirely dependent on what the candidate wants, both being completely different streams. But PEC still stands a step ahead, being a more reputed institution.
Always pursue what you are interested in because if you love to do something in a field particularly, you will definitely achieve heights. Since I have a few friends at PEC, I can give you some idea about the Metallurgy course offered there.

The better college between NIT Kurukshetra and PEC Chandigarh depends on a lot of factors like the overall environment of the college, staff, facilities, location, placement, etc Both the colleges have their unique pros and cons.
