Yes, you can get CSE at Thapar University easily even if you don’t hail from Punjab. The reason is even with low marks students can get some other branch and then appear for the December Test to upgrade their branch to CSE. You need to be among the top 20 students to upgrade your branch to CSE. Another option is to make sure you have a 9.7 CGPA or higher in the first year. This will increase your chances of upgrading your branch to CSE.
The subjects taught in the first to students of all branches are the same so you won’t lag behind in your branch. Also, the pattern and syllabus of the December test are exactly like JEE Mains so you don’t have to worry about preparing for it separately.

Thapar University has recently started the CSE branch so not much cannot be said about it. Although its cutoffs are higher than COE, I don’t think a new branch can take over a well-established branch like COE this easily.
The Dera Bassi campus is located in a village and the proximity to the industry makes the living conditions pathetic for students. Moreover, the faculty is said to be average qualified and there aren't any practical lab sessions.
So, I will recommend you go for any lower branch at the main Thapar Campus than going for CSE in the Dera Bassi campus.
You can enroll at Thapar University through a JEE Main rank. Besides, there are 3 cut-off lists released and 2 separate spot rounds, depending upon the availability of seats. You are required to fill the registration form, as per requirements. This is solely for the B.Tech branch.
You can also secure admission at Thapar University even if you are pursuing any B.Tech course from any other university. You will have to appear for the 1st year December Test. The syllabus is very closely related to JEE Main. However, the exam level is quite low.
In case you are an MCA aspirant, then you can directly go on to take the MCA entrance exam conducted by Thapar University. My cousin, after he secured the rank 96, could not acquire admission because the seats of the university typically got filled until the 46th rank.

You also have another way of getting a scholarship that falls under the category of ‘Merit cum Means’. If your father or any family member’s collective income is less than 3 lakhs (not sure of the amount but it should be around 3) and you have a good CGPA.
There’s also another Scholarship for students who score more than 95% in 12th Standard Board Exams which is equal to the tuition fee of two semesters i.e. full year. This scholarship gets continued till the Final year but with a stipulation to score CGPA greater than 8.5 in each year.

Thapar University focuses on highlighting each student's potential and bringing out their unique selves. Each year there's a sports meet and each department has its own team for fun challenges. The college has made it mandatory to include at least one female student in each sports team.
If you're already an athlete, then you'd find your way to a very beautiful synthetic track with the availability of a Long jump setup and a High Jump setup. There are practice fields for throwing games like Javelin or shot put.
The badminton hall works as a gym as well and is well equipped. The sports department also organizes various sports events like ‘Thapar Olympics aka Thaparlympics’, ‘URJA’ etc and the coaches are most enthusiastic about preparing you well. One of my friends was confused, but he chose CSE in Thapar, as this institute offers the best placements. Both of these institutes have similar placement scenarios, but the college infrastructural facilities in Thapar are also very modernized.
At present, the average salary for B.Tech Chemical graduates of Thapar University is around 8 LPA. Some recruiters for the department are- Reliance, OCCL, HMEL, JUBILANT Life Sciences, Ambuja Cement, Johnson Matthey, JSW Steel, Deloitte, Agilent Technologies, Honeywell UOP, Zunroof Tech Pvt Ltd, Tech Mahindra, and others.
The department placements are, unfortunately, declining year on year. The B.E. Chemical on campus placement percentage barely touches the 50% mark. And this figure is obtained by taking into account only eligible candidates. A few students receive PPOs in their internships while some are selected off campus in companies like Udaan(Hiveloop Technologies), Vardhman, Jaypee fertilizers, Ind Swift, Zomato, etc.
Thus, the placement figures are not very impressive for BE Chemical at Thapar University.
