Thapar University has a state quota, so if you are from Punjab, you will get admission easily. However, if you are from another state, you will need more marks for the same seat. As a result, the seats reserved for other states are frequently left vacant due to the higher requirement of jee mains marks.
In December, all of these empty seats are converted to neutral seats. For these vacant seats, a JEE Main-style test is held in Patiala and Delhi.

I have a few friends at both institutes so I can give you some idea about them. Both IIIT Guwahati and Thapar University are very good engineering institutes, but the former will be a better choice.
Thapar University is a reputed private institute with good infrastructure, an updated curriculum, and a well-developed alumni base. But when compared to IIIT Guwahati it falls behind.
If we check the recent placement statistics for these two institutes, there a big difference can be seen. The average CTC offered at Thapar for recent years has been around 7 LPA, whereas for IIIT Guwahati the average CTC is around 10.2 LPA.
The final decision is yours. Consider all these facts and choose wisely.

IIIT Guwahati lies nowhere in the league of Thapar University. Join IIIT Guwahati only if you are more inclined towards research work and higher studies, especially branches like ECE. If better infrastructure, better placements, huge alumni network, is what you are looking for, choose Thapar University any day!
One of my friends was selected for the 2018–22 batch of Mechanical engineering. However, she was not very inclined towards joining it. Mainly because she was not very passionate about Engineering.
I will suggest you join TIET only if you are an avid fan of Engineering and are considering it seriously as a career option. But I personally feel that IIM is a better option if you aren’t sure about Engineering. The IIM tag offers enough credibility to make it a worthwhile course.
My friend's marks were not very good so she could not understand how she had made it into TIET. This altered her decision to pursue engineering. She further told me that the curriculum and campus life at IIM Rohtak were not as substandard as it is rumored to be. So it’s high time you conduct thorough research because this decision is the turning point of your life.
I know people from these institutes and based on the conversations I had with them, I will say the preference order should be somewhat like below.
CSE MSIT ~ IT MAIT > ICE Thapar
Since you are considering different branches, it is clear that you don’t have any inclination towards a specific branch or specialization. If it’s true I will suggest don’t go for ICE Thapar. It is a core branch that already has fewer job opportunities in the industry. To score a decent placement at a core company for this branch you will need to be at the top of your class. Else, you are likely to end up in mass recruiting companies or software companies.
So, it will be better to stay in Delhi, it will be cost-effective, you can save up for your postgraduate degree and pursue what is in demand currently.
IIIT Vadodara is a newly established institute and is at present operating through its transit campus. That clearly means it is not fair to compare it with an old reputed institute like Thapar University.

In terms of academic excellence, IIIT Vadodara is extremely good. However, the reason behind opting for Thapar University is because it is an old and renowned institute as a whole. Speaking of which, you should choose Thapar university over IIIT Vadodara.

Out of the above two, ME at PEC seems like a better option. PEC being a government institute has half the tuition fee of Thapar University which saves you a lot. If you plan on an MBA further, it's better to opt the best out of two and start preparing from the first year of your college itself.

A wide range of scholarships is offered by the Thapar university. Around 75 scholarships are offered to meritorious and deserving candidates. In addition to this, organizations such as the Vimalsons Charitable Foundation, Indian Oil, and the Government of various states also offer scholarships to university students. However, Bharati Vidyapeeth Delhi does not offer any scholarships to the students.
Having known some people studying in both these institutions, I can say that KIIT is promising and is getting better every year. Thapar is a well-known and much older institute. You can choose either by preferring the college or the branch.
