There is not much to distinguish between the two institutes as faculty are highly qualified and many are involved in research projects funded by the government. Both these colleges are relatively new and hence are yet to make a mark and name under the brand of IITs. EE branch presents more opportunities and lucrative offers at present. IIIT Dharwad:
The Indian Institute of Information Technology was ranked as the 30th best college in Karnataka by The Times Group in the year 2019. It is one of the emerging colleges in India.

There are a total of two courses offered by the college which is B. Tech and Ph.D. In B. Tech there are two specializations that are computer science and engineering and electronics and communication engineering.

In 2020 the institute had decent placements.
The placement average was 94%.
The highest CTC offered was 11 LPA, whereas the average CTC offered was 7 LPA.

While both institutes are quite well established and both BITS and IITs have a grand brand value, one can make a choice between the two based on the above mentioned parameters and their interest in the subject.
IIT Dharwad is a UGC approved autonomous institute and has been recently established. The first batch will graduate in 2020. The main campus is under construction as of now, proposed to be spread across 530 acres, the students have to stay in a transit campus. Hence, all facilities cannot be availed yet.

IIT Bhubaneswar is a second-generation IIT but it is still considered better than IIT Dharwad; a third-generation IIT. IIT Dharwad is currently functioning from a temporary campus and the permanent campus is expected to be completed in a couple of years. IIT Bhubaneswar offers a decent Civil Engineering program both in terms of academics and placements. In 2019 campus placement the civil branch had an 89% placement rate and the average CTC offered was around 11.4 LPA while the first batch of IIT Dharwad will pass out in 2020.
IIT Bhubaneswar has state of the art infrastructure, sports facilities which are comparable to IIT Dharwad, whose facilities are excellent, even though it is operating out of a temporary campus.
On an overall comparison, the quality of facilities; including infrastructure, faculty, placements in IIT Bhubaneswar is considered better than those of IIT Dharwad. It is difficult to choose between two institutes for different subjects so choose according to your subject of choice.
