Although you have joined late studying for 1st semester at PTU, still you have very good chances to score well in your exams. If you work hard enough and be sincere with your studies it is definitely possible.
Thus joining late would not affect your study patterns and exams, as you will get enough time to prepare for it.
PTU will send your transcripts to your desired address, given that you pay the required fee along with the courier charges. You’ll have to give them the address where you want the transcripts to be delivered. This entire process can be executed through the online portal of PTU, without any hassle.
You can obtain your degree certificate directly from the PTU Jalandhar campus, or put in an online request and pay the required charges. PTU offers the online option to apply for Degree Certificate, PDC, DMCs or Transcripts.
To obtain your degree, you must provide an NOC signed by your college along with your attested DMCs. In addition to these documents, you must also provide your 10th marksheet.
CGC Landran is a private engineering college located in Punjab, India. The admission process for the college is conducted through JEE Main and Punjab Technical University (PTU) counseling. As per the JEE Main rank mentioned by you, it is difficult to get admission to the CSE branch in CGC Landran. However, the final decision regarding admission will depend on various factors such as the number of available seats, the number of applicants, and the cutoff score.
As per the admission rules, PTU colleges cannot admit students until the online admission is completed. Only the remaining are given admission directly. Usually, students don’t apply online. If you are adamant about PTU, go only to the PTU main campus or Guru Nanak Engg College Ludhiana.
CGC should not be given much preference as it is all about inflated figures and misleading statistics.
There is no need to get your transcript attested from PTU. Instead, you just need to request for the original transcript. It is a single page containing all the marks. Moreover, there is no need to get an NOC from your college to request a transcript.

IGNOU is better than PTU. IGNOU courses are better recognized in the industry. It is a trusted distance education institution in India. IGNOU has all the required accreditation. If you are planning on pursuing distance education, choosing IGNOU will be wiser.
PTU degrees are valid. The university offers decent academics. But in industry, IGNOU degrees are more reputed.
You can definitely leave your college after the first year of B.Tech.
You can also migrate to another PTU college. But there are some conditions for that. One of them is that you must have cleared all your subjects in the first year. I would recommend you consult your college staff for details on the migration process. Additionally, do visit the official PTU website for rules and regulations on migration.
It’s quite difficult to get a transfer from PTU to Chandigarh University. If you want to take admission to Chandigarh University then, you might have to cancel your admission first and then apply there.
Both PTU and Chandigarh University are independent universities and there is no link between them. Also, Chandigarh University is not even affiliated with PTU, so joining in the 2nd year is not possible.
But in case you're a diploma student then you can join in the 2nd year of Engineering. However, if you wish, you can sit for the first year again.
Lateral entry is not applicable for government engineering colleges that follow the JAC Delhi admission process. So NSUT does not allow lateral entry for any of the B.Tech branches, including Civil.
On the other hand, PTU has the provision of lateral entry into Civil Engineering. But the requirement for the same is a polytechnic diploma in Civil.
