CSE at IIIT Guwahati is a better option because of the placements and permanent campus.
I have got a few of my friends studying in new IIITs. Based on their experience, I am mentioning some factors which are worth noting.
IIIT Lucknow and Kota are more or less the same. However, IIIT Lucknow is not at the same level as IIIT Allahabad, and can not surpass other reputed IIITs in just few years.
Regarding worthy of money, yes they are good indeed. An institute should provide good education, good campus life, and good prospect. New IIITs like Kota and Lucknow, for now, can only provide good education and good prospect but not good campus life and facilities.

IIITs are good institutes better than many NITs and private colleges. Some of them have very good placements too but regarding the worth of money in terms of placements maybe but in terms of facilities or campus life it is a clear no.
If you’re looking for good campus life too then, in a similar cut off you can consider Gwalior(IT) or Jabalpur (CSD) or you can look for mediocre NITs.
You should apply for IIIT Jabalpur without any second thoughts because IIIT Lucknow still needs some time to prove itself. It has no infrastructure and facilities that can be considered at par with IIIT Jabalpur or other such IIITs for that matter. Even the cutoffs of both the colleges clearly depict the scenario that they currently have in regards to student preference.

You will find students bragging about last year’s placements at IIIT Lucknow but still, you simply cannot trust an institute that was founded 6 years back and has no proper infrastructure and alumni status. Overall, ECE at NIT Patna is not a good option. Go for CSE IIIT Lucknow any day for a great curriculum, great facilities, great location, and great placements. Also, the CSE branch gets you more chances of better placements in most colleges in India.
Having friends in both the colleges, I can say that MNIT Jaipur and IIIT Lucknow are equally good in their own ways. If you get a chance in any of these colleges, go for it.
Apart from getting admission in any one of either the only thing which would give you trouble is which field to choose? But, I would like to say that whatever field you choose, if you work hard and be honest with your studies you will land in a better place.

And talking about IIIT Lucknow, Their campus just started functioning in 2020. Earlier IIIT Lucknow runs from IIIT Allahabad campus.
Further, getting a job in core trade is very difficult to go to IIIT Lucknow but do check the infrastructure and previous year placement record of IIIT otherwise join MNIT Jaipur in mechanical without any second thought.
Few of my close friends attend IIIT Lucknow and according to them, the new and permanent campus is still not that well developed. If you are looking for good college life at IIIT Lucknow, you will be disappointed. There is no canteen and fests.
Yes, there is an academic building and hostels but you will not get the exposure you are looking for. The faculty is not that great either. The placements are also not that impressive and most faculty are IIIT Allahabad graduates.
It will be better if you join any other old NIT or other colleges which is much better than IIIT Lucknow.
