Yes, you can easily choose IIM Ranchi or Trichy based on their placement statistics because the placement scenarios at both IIMs seem promising despite the lack of infrastructure and campus facilities. In many cases, Trichy and Ranchi have exchanged leads outside the ABC and LIK worlds. All can be overcome if you are taught by the best professors.
Elaborating further, IIM Trichy seems better than Ranchi or Rohtak to me. The reason being the superior teaching methods and its favorable location both for students as well as recruiters. Apart from Trichy, other IIMs are also doing fairly well compared to non-CAT MBA institutes. These are doing well with the help of sponsor IIMs which arrange faculty and placements. These in turn select their own Directors and invest in the infrastructure required in another 3–4 years as Trichy and Ranch have already done.
Yes, the IPM program of IIM Rohtak is actually worth it because it’s an IIM after all. Both Rohtak and Indore excel at their IPM programs. If you are not willing to sit for the CAT again and are not confident that you will get in despite trying this is the best option for you. But if you want to explore more opportunities and are confident of getting a better CAT percentile next year this program may not be for you.

Overall I personally feel that the IPM program at IIM Rohtak is worth trying.
As a fresher, you will find the curriculum quite hectic and unapproachable. Yet with proper motivation and enough time you will find yourself adapting to the rigor and it will become a part of your life. Some major highlights of the course are

All these make the HR program a considerably decent option.
In fact all the new IIMs are developing and in a decade or two they might be at level with Kozhikode or Lucknow if not A B or C.
Now what sets IIM Ranchi apart from the other new IIMS is its HRM degree in addition to a PGP degree. This tactic has helped Ranchi gain alumni in the HR sector. These alumni prefer their own institutes for placements. Many other B Schools like XLRI and MDI have implemented this strategy to climb the ladder quicker than others.
Generally, IIM Trichy, IIM Udaipur, and IIM Ranchi are of the same level but this strategy has somewhat differentiated Ranchi from the newer IIMs.
The simple answer to your question is no, the new HR programs of IIM Ranchi, NMIMS, or XIMB are not at par with the established ones XLRI, TISS, MDI, and SCMHRD. The established programs especially that of XLRI are the epitome of HR programs. They cannot be compared to the new ones at any given level or parameter.
Now one can say that the curriculum can be replicated and learned faculty can be sought to match the quality of the HR program at these institutes. But the truth is faculty and curriculum are the main but not the only factors that determine an institute's worth. Its own culture, ethics, and background have a lot to do with the programs it offers.
So one cannot match XLRIs programs no matter how much they try.
The admission process for the flagship course of IIM Ranchi is done through CAP (Common Admission Process), which is conducted by IIM Rohtak for 9 IIMs.
IIM Ranchi has released the admission policy and selection criteria for its flagship MBA course. The qualifying CAT cut-off for the batch of 2022-24 is 93 percentile as per IIM CAP criteria. IIM Ranchi CAT Cutoff usually remains around the 92 Percentile. For the past 2 years the CAT Cutoff was 94 Percentile but this year it has been reduced.
However, the final shortlisting depends upon many parameters such as
If you are shortlisted and do well in WAT and PI, you can surely get admission in IIM Ranchi.
IIM Ranchi also has a PGDHRM course, for which it conducts its separate admission rounds, so you can apply for that as well.

You can even run to a nearby cafe and give your taste buds a change of food between breaks and then come back for classes. The distance between the hostel and the campus is a 30-minute bus ride.

Bus facilities are available during weekends so that students can travel to the central area for shopping or other errands.

So without a permanent campus, IIM Ranchi does have its demerits, yet if you are diligent you can create many amazing memories even without it.
I think that Udaipur is one of the most underrated IIMs. To elaborate on this point let me enlighten you with some amazing facts about it
In reality IIM Udaipur is an IIM that has an extensive research culture. The rankings are a reflection of how quickly it has climbed the ladder. It is due to its high-quality research that many excellent permanent faculty has become a part of IIM Udaipur. This does not make it the best IIM but still, it is heading toward becoming the best.
Another major attraction of this institute is its impartial nature in every aspect be it placements or admissions. The students are not deceived at any point at all.
The placement statistics are seeing a gradual improvement over the past few years.
