Which option is better, CS at BITS Pilani, IIT Dharwad, or civil at IIT D?

BITS Pilani, ranked 30th by NIRF amongst top engineering colleges in India, and the best private engineering college is very well renowned for computer science. While IIT Dharwad hasn't been ranked yet by NIRF. On the other hand, IIT Delhi is ranked 2nd for engineering.
