No matter how much the infrastructure lacks, the students get rewarded in the future if they work hard. Currently, IIIT Ranchi and Thapar may have better infrastructure or even placement records, but NIT Uttarakhand is improving with time and will definitely improve a lot in coming years.
The choice generally depends on the certain individual and what he prefers. Both of these institutes started in the same year. They are both new NITs so they come with their fair share of pros and cons.

NIT Uttarakhand and NIT Meghalaya are both tier 3 institutions, so the outcome of graduating from these will definitely differ. Though NIT Uttarakhand has been known to improve their placements every year. But they have a lot to develop to reach the status of tier 1 or 2 colleges.
NIT Uttarakhand is the last choice of the majority of students among all other NITs. It has the lowest ranking, poor placement records, and no awards or academic excellence. It is considered a Tier 4 institute.
On the other hand, IET Lucknow is a prestigious institution, especially for engineering students. It is one of the best UPSEE institutes in Lucknow. Moreover, it is considered academically strong and has earned good recognition.

Generally, ECE is better than ME but it applies to the institutes which are nearly on the same level. In this scenario, pursuing ME from IET Lucknow would be the better option in terms of placements, a recognition that would later help you in finding a job through off-campus placement.
NIT Patna is a very old and well-established college. On the other hand, NIT Uttarakhand is very new (est. 2010). As a former ECE student at NIT Uttarakhand, here are my observations on my college-
NIT Uttarakhand isn’t a bad choice as it will give you great learning opportunities. But NIT Patna is way older and will provide you with better placements and facilities. Thus, I recommend you choose NIT Patna for your ECE.
One of my friends is currently enrolled for the 2022 batch at IIIT UNA. He has completed two years already with a rank below 30,000 and he got into CSE, if you have a rank between 30-36k then you won't have many other options available.
He had the option to choose between Thapar Institute of Technology, IIIT UNA, and UIET Chandigarh, and unfortunately, the choice of IIIT UNA was a regrettable decision. Firstly it does not have a good rank; secondly, you may see why as follows-
Lastly, I'd like to highlight the placement scenario as the placement cell clearly states that they are not responsible for the placement provision. Only CSE and IT departments receive some companies, for ECE there are only coding jobs available.
So, Thapar Institute of Technology and UIET Chandigarh are much better in terms of opportunities provided, college life, and alumni support.
Assuming that you opted for IT in UIET Chandigarh, let us move fast forward to three years and look at how your career might shape out:

I will suggest you opt for ECE at NIT UK solely because of the NIT tag that you will be getting. Being a NITian, myself I can say that it will be of benefit to you in finding a job or even if you want to go for higher studies like MBA or MS.
NIT Uttarakhand ECE is definitely a better choice than IIIT Bhopal ECE. NIT UK is a well-established institute with good placement records, while IIIT Bhopal was established just a few years back.
NIT Uttarakhand has the following advantages over IIIT Bhopal.
If you are okay going to a fairly new institute, then you can go for IIIT Bhopal. But if you want a convenient college life then choosing NIT UK will be better.

EEE Job Roles:
Students graduating with EEE can work as Control and Instrumentation Engineer, Broadcast Engineers, Design Engineers, Consultant, Electronics Engineers, Electrical Engineers, Nuclear Engineer and System Analyst.
According to the placement records NIT Uttarakhand will be a better option than UIET Chandigarh, be it CSE or EEE. Both CSE and EEE are very much in demand due to the rapidly growing corporate sector and the growing demand for Power Engineers and Telecommunication Engineers.

Even though NIT Uttarakhand has shifted its campus to the MNIT Jaipur Satellite campus, it still lags behind NIT Srinagar in most aspects. If you do not have any personal reason to join NIT Uttarakhand, it will be better to go for NIT Srinagar.
NIT Uttarakhand though sounds promising due to the NIT tag but UIET Chandigarh is definitely better than the former. UIET Chandigarh is affiliated to PU (Panjab University), which has a NIRF ranking of 72 whereas NIT Uttarakhand is yet to make it to the NIRF ranking list.

The only drawback of UIET is the poor campus infrastructure. Whereas, NIT Uttarakhand being a newer institute is well-equipped with all the necessary amenities. The infrastructure of NIT Uttarakhand is far better than UIET Chandigarh.
So, it’s a clear choice for you, to go for UIET. The only reason why someone will prefer NIT Uttarakhand over UIET Chandigarh is either for their love of mountains and a beautiful campus or the NIT tag.
