I have a friend who is pursuing M.tech in Electronic systems engineering at IISc and a cousin who is pursuing M.tech at IITB too. So, I seem to be in the best position to compare IIT Bombay and IISc Bangalore.
Ultimately, the final decision depends on what your prospects are and what you expect from your college life. If your main goal is to pursue full-scale research then IISc is the best place for you but if you also want to experience a great campus life and get placed then IIT Bombay will serve you better.
NIT Trichy has great placements for branches like CSE and ECE. Most of the recruiting companies give preference to B.Tech students rather than M.Tech. But as far as Communications Engineering is concerned, you will be allowed to appear for placement drives held by semiconductor companies with B.Tech students.
There are quite a few companies that prefer Communications students over VLSI. Many students end up being placed in dream semiconductor companies. Out of say, 35 students, only 1 or 2 are not placed. The placements are definitely improving over the years.
It is advisable to have basic coding knowledge at least along with your core subject. That way, you will definitely be able to do well.
There are many ECE branches that have great placements whereas some branches have below-average placements. So placements too depend on the nature of the branch rather than the department.

I had applied for the MS ECE at IIIT Hyderabad as I was interested in Robotics research. Around 22 candidates, including me, were scheduled for an interview that day and a few were absent.
I was interviewed at 4:30 pm. A total of 4 professors interviewed us. The professors first asked me if I sat for GATE and my performance in it. Then I was asked if I had applied for other colleges. When I told them that I rejected NIT Goa because of not so good placements over there, they asked me if I was interested in placements. To this I replied that I was not that interested in placements and my plan was to go into research.
Then they asked me about the field in which I wanted to do my research. I replied that I was interested in Robotics. I supported my answer by saying that I have done my final year project in robotics and worked in the automation department of Godrej. I was then asked what I would want to improve at my company. After this basic question-answer series, another professor of IIIT Hyderabad, who was into Robotics research, joined the panel. He went through my final year project report.
Meanwhile, the panel asked me about my strong subjects and the topics that I was well-versed in. I was asked to write equations and draw graphs on a blackboard and was questioned on the topics that I had selected. I chose to be questioned on Analog and Digital Communications, except the NOISE part.
The interview went for 25 minutes. The Robotics professor did not ask any questions and simply reviewed my project report. Overall, the interview experience was great and I cleared it and secured admission into IIIT Hyderabad.
The two deciding factors in this case are the studies and placements. IIT Dhanbad offers M.Tech ECE in VLSI, RF and Microwave Engineering, Communications, and Photonics. RF and Microwave Engineering is a good but difficult option.
The faculty for VLSI and Communications is good. However, the Photonics faculty is not good at all. 2-3 subjects and labs are common for all ECE students. However, the curriculum for RF and Microwave is entirely different from the other three.
The placement scenario for ECE isn’t good. Very few students are placed from the department, that too in non-core jobs. Those who are well-versed in programming get easily placed in IT firms.
Core companies like Texas, Intel, Amdocs, etc. visit the campus for recruitment. However, they recruit very few students (sometimes none) from the department. Some students do secure internships at firms like Intel. But for final placements, they have to undergo screening once again. The placements are nil in RF. But some universities visit the campus seeking Assistant Professors. They offer good starting packages.
If you get VLSI at NIT Surathkal/Trichy/Warangal, choose that over IIT Dhanbad. The placement for VLSI is very good at these colleges. As for IIT Dhanbad, it offers a very decent M.Tech ECE. The main advantage in this case is the ‘IIT’ tag.

MTech placements for the ECE branch at IIT Kharagpur depend a lot on your specialization.
Those under VLSI and VIPES get placed with great packages and there are almost cent percent placements for them. VLSI students are usually offered core jobs in contrast to VIPES which offers both core and non-core jobs. There are a lot of software profiles offered to VIPES students.
Communication also has decent placements but not the same certainty as VLSI. Here companies like Qualcomm come for placements and some even are offered software profilers

The M.Tech ECE placements are average at MNNIT Allahabad. The placements largely depend upon the expected number of recruitments from visiting companies for a particular year.
Companies like Qualcomm, Texas Instruments, Idea Cellular visit the campus with limited job vacancies. Other companies that make M.Tech ECE recruitments from our college include Tejas Networks, Digicomm semiconductors, Eximius, etc. Apart from that, M.Tech ECE students get the opportunity to sit for some software companies as well.
Maintain 9+ CGPA (doing so is easy) and focus more on doing projects using tools like MATLAB, NS-2 and System Vue. By doing so, you’ll increase your chances of getting a good package during the placement season.
Thus, the Communication Systems placements are quite decent at MNNIT, but everything boils down to your individual efforts.
IIT Delhi Telecommunication Management MTech program is one of the most preferred programs among students with electronics and electrical backgrounds.
