This question can only have a subjective answer. I have myself done my B.Tech EE from IIT Madras, but I would recommend you consider several factors before arriving at a decision-
Your subject of interest matters a lot, even more than your college. Make sure to select the branch that interests you. Take a good look at the curriculum and course offerings of both these options, and find out which of them aligns with your career/academic goals. Also consider the specialization opportunities offered by each option.
Look at the research interests and projects undertaken by faculty members of each program. Realize whose interests align with you the most. Getting into research work at UG level will only be beneficial for you. Take a visit to both the institutes or consult some seniors to find out which one offers better infrastructure, campus life and other facilities.
Personally speaking, I’ve had an excellent experience at the Electrical department of IIT Madras. So, if you don’t have a particular interest in CS, you may very well consider EE at IITM.
You’ll receive ample placement opportunities at BIT Mesra, given that you understand electronics well. You may consider joining Robolution, which will give you an edge over the others. Qualcomm visits the ECE department with good offers. A few years back, it appointed 4-5 ECE students for a package of 15 LPA. If you are willing to put in the extra effort and learn coding, you may get into good IT companies. Some of them being- Microsoft, Amazon and IBM.
Academically, the ECE department of BIT Mesra isn’t the most ideal choice. This is because the department faculty is strict, and the curriculum is tough. If you couldn’t get CSE at BIT Mesra, you can try for IT instead of ECE. The ECE branch requires a lot of effort and time, which can be overwhelming.
MNNIT Allahabad has an impressive placement record. The placement statistics of MNNIT Allahabad are even better than some of the NITs. For the Electrical Engineering branch, the placement record is above average. Many reputed MNCs visit the recruitment drive to hire students in Core, Consulting, and IT domains.

PEC Chandigarh is a great option for pursuing Electrical Engineering. It is one of the oldest and most reputed technical colleges in the country. You will get good exposure and placement opportunities.

I researched on both the colleges, and here is my answer to your query-
MNNIT Allahabad is far better then MNIT Jaipur for Electrical Engineering. MNNIT has better placements and academics for Electrical branch.
MNIT is situated in the middle of the city, so you can easily join coaching classes for GATE, ESE, and other competitive exams. But then, many students from MNNIT clear GATE, IES, Civil Services, etc. because of its academic friendly environment.
Both the colleges perform equally well in rankings.
I would recommend you join MNNIT Allahabad for your Electrical degree.
I haven’t heard of many people who actually join Electrical Engineering because they want to genuinely pursue Electrical. Rather most students take Electrical because their JEE Rank did not allow them admission to any other branch. In fact, some even take Electrical Engineering and opt for minors that match with their areas of interest.
When it comes to interdisciplinary subjects, IIT Bombay provides the perfect chance to do so. What usually happens is that students are unaware of their area of interest while choosing their branch during admission. As a result they end up taking disciplines that match their ranks rather than interests.
However, if you are clear about your choice of branch, don’t hesitate and go for it without thinking much of your rank. Although difficult, you can always change your branch if you later regret choosing that specific branch.
I always suggest aspirants only choose the branch on the basis of their preferences and not the placements. Even if you land a good job, you will never be satisfied if you are working in an area that does not intrigue or excite you.
