How is Ohio State University for a MS in computer engineering in terms of the quality of courses and placements?

It is seriously top-notch. It used to rank about USA's top 25 Engineering Schools and is presently at #30- which means it might have slipped a bit lower but is still counted among the big names. OSU offers an MS in computer engineering in two forms; research track which requires a thesis completion as well as 30 credit hours and a coursework track which requires 33 credit hours without the need of a thesis. Research is a big part of the master’s degree and with professors here conducting research in areas such as Natural Language Processing (NLP), Artificial Intelligence (AI), Big Data etc. you are assured of a quality teaching. Does the University of Toronto require a GRE for a MS in computer science?

Short answer, yes. It won’t hurt your case unless the score is too bad but the Computer science department website of University of Toronto states that there is no requirement of GRE test score for the admission process. Submitting IELTS or TOEFL scores will suffice the process of admission for international students. The online application form does provide a field where you can submit your GRE scores, but it is made optional.

However it is recommended to upload a GRE score as it will create an edge over other applicants. Target for a safe score of 320+ in GRE so that you leave no stone unturned to create a good impression.

Which is better for an MS in CS, Suny Binghamton or Florida State University?

Both SUNY Binghamton and FSU are highly ranked in terms of salary as per PayScale College Salary Reports. They are ranked well by other reports like emolument as well so you can rest assured about their employment reports. On average, their graduates earn 103,000-113,000 USD. Still, you may have some requirements or reasons of your own to consider so here is a rough comparison of both the universities for their MS in Computer Science:

If you are thinking of pursuing research-based MS, then you have to consider whether your choice of institute will have the professor or lab where you want to work on your research. You also need to ensure if they will provide you with funds so you don’t have the burden of paying the tuition for the degree. If you look at their rankings, both are ranked at 79th place in Best Undergraduate Engineering Programs rankings by US News and World Report. 

If you have completed your education as an undergraduate in the computer science or engineering department, then you will have only a few classes. You won’t get much value out of it as there will be very few classes teaching you advanced topics that you are keen to learn. In the other classes, you will be learning things you have studied or had a glance at earlier. The rankings of institutes are based on many factors that may or may not be important to you, so you should rather focus on aspects that are of significance to you.
