No, but you are eligible to get admission at RCI recognized institutes. If you have done an MA in Psychology from IGNOU, you will need to do an M.Phil or a Ph.D. from an RCI affiliated University or hospital, to get RCI registration. You can apply for RCI registration after completing the M.Phil or Ph.D.

No, you will not be eligible to enroll yourself at RCI recognized institutions if you have a distance degree. To do the same, you must pursue Ph.D. or M.Phil from an approved institution. There are a number of RCI approved institutions in India and you can apply wherever you like.
You should always check RCI guidelines before taking admission. IGNOU has been recognized by UGC and you will be eligible for Ph.D./M.Phil/NET/SET.

Students with an MA in Psychology from IGNOU will require an MPhil from an RCI recognized university to be eligible for RCI. Currently, IGNOU as a distance mode institute is not eligible for the RCI registration. Only 15 such institutes have collaborated with the RCI offering recognition for BEd and Special Education courses.

To register with the RCI, students should have recognized Rehabilitation qualification and should be registered in the Central Rehabilitation Register provided by the Rehabilitation Council of India.

Students with a Professional Diploma in Clinical Psychology; or an MPhil in Clinical Psychology; or a Psy D in Clinical Psychology can register with the RCI.

IGNOU students can do a PG Diploma in Rehabilitation Psychology (PGDRP) in collaboration with the Vision Institute of Advanced Studies in Delhi which has been approved by RCI.
You can pursue an additional Diploma or Research program through an RCI registered institute after completion of the MA Psychology program from IGNOU. Only then can they ensure registration for themselves.
