IGNOU is a public university governed by the statutes of the Indian Parliament under the IGNOU Act, which authorises IGNOU to confer degrees and diplomas in any discipline and mode: regular, distance, online, or hybrid.
Because IGNOU is a self-governing authority directly under MHRD, India, and its Chancellor is the President of India, it does not require approval from UGC, AICTE, DEB, MCI, or any other statutory body.
However, IGNOU may, at its sole discretion, request that any of the aforementioned authorities state that they have recognised IGNOU programmes. When compared to internationally renowned universities, including Ivy Leagues, GNOU's curriculum, programme design, flexibility, grading methodology, quality of delivery, and evaluation system are on par or even above the bar.
Only hardworking, self-motivated, and 'creators of their own careers' individuals should pursue IGNOU programmes, while those who rely on institutions to help them get placed with good packages due to industry tie-ups should do otherwise.

IGNOU is not only a central university but also a nodal body to regulate distance education in India.
IGNOU can commence any course, even technical courses without or with approval of AICTE since it has the right to do so as per its constitution.
IGNOU has its own SOET (school of engineering and technology) duly approved by HRD and UGC. Their degrees and diplomas are equivalent to any other technical system in India.
AICTE never recognizes any degree/diploma in distance courses and hence it should be clearly understood for any institution. Nonetheless, IGNOU courses are themselves valid.
However, through a joint resolution of DEC(IGNOU) and AICTE, IGNOU is no longer offering any technical degree/diploma and neither recognizes other universities in DEC mode.
