IIM Bangalore Hosts 17th International Conference on Public Policy & Management

New Delhi: IIM Bangalore has hosted the 17th international conference on public policy and Management, titled as Pre-autumn Reflections - 2022.

This year, the Chief guest of the 17th international conference of IIM Bangalore was the former diplomat and Governor of West Bengal, Gopalkrishna Gandhi.

Every year, the International Conference on Public Policy and Management attracts academics and displays the most recent advances in policy research and practice.

After delivering the welcome address, Professor Arnab Mukherji, from the Centre for Public Policy led the discussion. The inaugural function witnessed the presence of the students of public policy and management, researchers, IIM Bangalore faculty, alumni, and board members, including Vinita Bali.

While delivering his inaugural address, Gopalkrishna Gandhi stated that they have seen how successful public policy backed by public participation has made a change in India. Immunization, electronic voting, and aadhaar are all results of public policy.

The most important change in India is not physical, but mental and intellectual. The rise in the age of consent, and the banning of untouchability- these are phenomenal success stories. The change in public perception and public behaviour are important transitions made possible by policy, he said.

In his address, Gandhi said that a young woman had asked him a question back in 2001, which inspired him to reflect on whether the world is a good or a bad place.

He also admitted to the audience that he had yet to come up with a satisfying response because it was difficult to describe happiness and its pursuit.

Quoting from Martin Rees' book "Our Final Hour" and the Russell-Einstein Manifesto in the context of threats to mankind like war and weapons, he remarked saying "Remember humanity, and ignore the rest."

He stated that the policy's success should be determined "not by the quantum of its compliant acceptance, but by the quality of its awakened reception, which comprises extensive criticism."

The director of the IIMB, Professor Rishikesha T Krishnan, discussed the long history of the Institute's involvement in public systems and public policy.

The Centre for Public Policy has worked on and has impacted sectors like Health, law, education, agriculture, economic-social-rural-urban development, and other sectors of public policy.

The Centre has collaborated with the Government of India and the Government of Karnataka to help formulate policies at various levels. Prof Krishnan concluded by saying that all the participants in the 17th international conference will gain a lot from each track.

Pre-event as a Part of International Conference Held on August 21

On August 21, a panel discussion titled "Indian Public Finance," based on Professor M. Govinda Rao's most recent book on the same topic, was presented as part of a pre-conference event.

Professor NR Bhanumurthy, Vice Chancellor of the Babasaheb Ambedkar School of Economics, Vinod Vyasulu, President of the CBPS, and M. Govinda Rao participated in the panel discussion as the panelists, and the discussion was moderated by Professor Rajalaxmi Kamath from the Centre for Public Policy.

In his speech, Professor M. Govinda Rao explained his journey, calling himself as a "self-taught economist." He discussed what it was like to be an academician and an economist, how public finance differs from more widely accepted classical economics, and how research has evolved over the past 40 years.
