IIT Bhubaneswar has a more modern infrastructure than IIT Delhi, as it is newly constructed.
IIT Bhubaneswar offers decent placements, and the EE faculty is qualified and experienced. The campus is away from the hustle and bustle of the city as it is located outside of Bhubaneswar.

It depends on the student’s preference of the subject with which they want to move their career further. Thapar Insitute is located in Patiala, on the other hand, PEC is located in the capital city i.e. Chandigarh, which can offer the students great advantages.
I don’t have much idea about IT at IIT Allahabad or electrical engineering at ISM Dhanbad, however being a student of Civil Engineering at IIT Bhubaneswar, I can surely help you with some insights.
ET Lucknow is an autonomous constituent college of Dr. A.P.J Abdul Kalam Technical University (AKTU). It is considered one of the tier 3 engineering colleges in the state and most of the students from the institute pass out with an average salary of INR 3 – 4 lakhs per annum to work as clerks in service-based companies which cannot be termed great in any sense.
Electrical Engineering as a discipline is also very dead and there will be very few core companies who will offer jobs.
The skills demanded by the industry are not being supplied by the students and thus placements are lower. If the colleges start implementing changes and upskill their students the situation will definitely improve. But as it stands today, the placements are grim.
Electrical engineering at IIT Bhubaneswar is a great choice, and I can vouch for that, as I have studied there. I don’t have much idea about CSE at IIT Dharwad.
