Firstly while choosing an institution, know where your interest lies and then opt for the desired subject. Secondly, choose the college which gives you more exposure. Make the list of all the pros and cons of the institutions and make a final decision based on it.
IT or Chemical Engineering from Harcourt Butler Technical University or HBTI will be a better option than other colleges. HBTI is one of the oldest engineering institutes that offers Bachelors, Masters, and Doctoral programs. The placement cell of HBIT is also good. Therefore, you can choose the HBTI for IT or Chemical Engineering. You can choose either branch in the field as per your interest and in the sector, you want to pursue your career.

Unless and until it is an IIT, core branches are always a better choice than non-core branches.

Forget about non-core branches in UP government colleges, there is not much facilities and exposure. So, if you are getting a chance, it is highly recommended to go for CSE in BIET or KNIT because in CSE or IT, you just need a laptop and good internet connectivity and these colleges provide WIFI facility. You will have to indulge yourself in regular practice to bring the best out of yourself, as everything is available on the internet.
CSE would be a better choice if you look forward to getting placed after your graduation. If you want to pursue higher studies then, non-core branches at IET Lucknow will give you a better exposure such as coaching institutes, because of its location.
In terms of placement statistics among KNIT Sultanpur, IET Lucknow and BIET Jhansi, IET Lucknow is the best. They are all government colleges but IET Lucknow has an advantage; It is located in the capital city of Uttar Pradesh and offers vast opportunities and exposure. JSS Noida is equally good; it is one of the most prestigious private colleges located in Delhi NCR.
