In the world ranking of universities the Indian university could not grab the ranking of top 200 universities. Then the government decided to develop the ‘Institution of Eminence in India’ (IoE). After that it was decided that the Institution should get accreditation from UGC for working in India. UGC has also stated that it will develop a regulatory architecture for public and private institutions so that they will become world class training and research institutions.
A total of top 10 government institutions are selected as Institution of eminence. These institutions can be a mix of arts, management and technical institutions. Top 50 are selected for the national institution ranking framework and Top 500 is selected for internationally recognized rankings.

My friend is a volunteer of ICCHE and his experience has been overwhelming. He has been volunteering there for 1 year with little kids (around 40–50 in number). In general, IIEST accepts admissions based on the JEE Main only. It does not accept WBJEE entrance exam scores and rankings. However, Jadavpur University accepts the WBJEE exam. So, if you scored 3,300 WBJEE rank. Then, you can apply for Jadavpur University.
Jadavpur University offers several engineering courses under the UG level and the college accepts WBJEE scores for admission. However, IIEST accepts only based on the JEE Main.

The Mining Department of IIEST, Shibpur is nominated by the Government of India as one of the Govt. Agencies, mainly out of five, for verification of Mine Closure Activity. The institute has been the first DST FIST sponsored department as well.
As of now, IIEST has recently become an institute which is part of the INI, yet it somehow has not procured enough time to evolve as an Institute of National Importance. It is in fact known to be a very well-reputed institute, however, IIEST is yet lesser heard of outside West Bengal.

This time forward, it is now an individual’s responsibility to decide whether or not it is worth joining a 5 year course. You should sort your priorities in the first place, deciding if you want to perform in either Research or the Job sector. If you end up opting for Research, then the only logical option seconding IITs and IISc, is IIEST. You can stay assured of not repenting your period of time in the 5 year course you are required to do, once you choose research.
However, if you are wondering about moving to the job sector, then it probably would be better to join an institute that offers students a 4 year course. All things considered, there is an added advantage of joining a 4 years course which is that if you wish to pursue M.Tech, you will have better options in your hand, like the U.S., by preparing to sit in exams such as GATE or GRE, with a good rank whatsoever. This can stand as an advantage if you are planning to enroll in IIEST, because it is only then that your extra 1 year would definitely not be wasted.
Although, lastly, it largely is your personal decision whether or not IIEST is worth to put your hands on.
To be very clear, you will not be given the option to choose your own hostel in the first year. The authority allots the hostels after entire admission process is completed. After the student reports at the respective hostel and registers his/her name, rooms are allotted.
