BIET Jhansi is a government college whereas JSS Noida is a private college. I have heard a lot about JSS Noida as my brother graduated from this college last year. JSS being a private college charges a higher amount than BIET.
Both of the colleges are good enough to take admission but let’s compare it with a few factors.

Moreover, the facilities of JSS Noida are better than BIET Jhansi. So it is suggested that you go for JSS Noida over BIET Jhansi.
One of my close friends attended BIET and according to him with a general ranking of 5000 in UPTU, there is a very minimal chance to get into any branch of BIET.
But make sure you fill for all the branches in BIET in your preference at the topmost position. There are chances that you might get selected for branches like Civil Engineering and Chemical Engineering.

However, at times there is an internal sliding in the college. Suppose, the seats get vacant in the topmost branches, the college gives a chance to students according to their rank to change their branch.
So, if you are allotted with any branch then go for it.
Having friends from IET and studying at BIET, I have enough knowledge about both the institutions. So, my suggestion will be HBTI. It will be a better choice than the others. But before selecting any college you must first learn about each college and its branches.

Firstly while choosing an institution, know where your interest lies and then opt for the desired subject. Secondly, choose the college which gives you more exposure. Make the list of all the pros and cons of the institutions and make a final decision based on it.
IT or Chemical Engineering from Harcourt Butler Technical University or HBTI will be a better option than other colleges. HBTI is one of the oldest engineering institutes that offers Bachelors, Masters, and Doctoral programs. The placement cell of HBIT is also good. Therefore, you can choose the HBTI for IT or Chemical Engineering. You can choose either branch in the field as per your interest and in the sector, you want to pursue your career.
Among all the mentioned colleges, MMM Gorakhpur is the best.
JSS Noida is a private college and all the other three colleges are government colleges. So, choosing a private UPTU college over a government college does not make sense.
Now, when you make a comparison between the other three government colleges i.e. BIET Jhansi, KNIT Sultanpur and MMM Gorakhpur, MMM Gorakhpur steals the show.
It is highly recommended because of the following reasons:
Alumni of MMM Gorakhpur are in India as well as in other countries working at prestigious positions. The institution has been given the status of a university from a college and there are proposals for it to be promoted to an NIT or an IIT. It can be said that MMM Gorakhpur has a bright future.

When it comes to campus placement, since JSS Noida is located at a better place than the others, it gets the location advantage and therefore, provides slightly better placement opportunities. But, being a student of MMM Gorakhpur will ensure you good packages in off-campus placements. It is you who will have to make the final decision.

Therefore, MMM is a better option for CSE than BIET. However, MMM lacks in placement, and the BIET CSE placement record is better than MMM. But still, other facilities of Madan Mohan Malaviya University are better than BIET, and it provides a friendly student environment.
As you have come up with this doubt, I assume that you have got a good rank in UPSEE. So, congratulations on securing a good rank in UPSEE that gave you the opportunity to choose from such elite institutions.
Unless and until it is an IIT, core branches are always a better choice than non-core branches.

Forget about non-core branches in UP government colleges, there is not much facilities and exposure. So, if you are getting a chance, it is highly recommended to go for CSE in BIET or KNIT because in CSE or IT, you just need a laptop and good internet connectivity and these colleges provide WIFI facility. You will have to indulge yourself in regular practice to bring the best out of yourself, as everything is available on the internet.
CSE would be a better choice if you look forward to getting placed after your graduation. If you want to pursue higher studies then, non-core branches at IET Lucknow will give you a better exposure such as coaching institutes, because of its location.
In terms of placement statistics among KNIT Sultanpur, IET Lucknow and BIET Jhansi, IET Lucknow is the best. They are all government colleges but IET Lucknow has an advantage; It is located in the capital city of Uttar Pradesh and offers vast opportunities and exposure. JSS Noida is equally good; it is one of the most prestigious private colleges located in Delhi NCR.

If you have a choice between the two then go for IET Lucknow since It is a government college located in a prime location with an affordable fee structure. According to placements, the ranking order of the institute will be JSS Noida > IET > KNIT Sultanpur > BIET Jhansi.
Yes, UIET is better for Mechanical Engineering. Compared to state government colleges, it receives better funding. So, the placements, exposure, and career opportunities offered are better. Companies such as Bajaj, Tata, etc. take part in UIET Chandigarh placements. The highest CTC offered for mechanical engineering students in recent years is around INR 12 LPA.
With a 7,300 general rank, you have a good chance of getting admission after the third round of counseling. You need to be observant about the cutoff of the institute for the year you are applying. As in certain cases, wherein students having ranks in thousands (30,000- 40,000) or even higher get admission at BIET Jhansi.
While in certain cases, due to the withdrawal of candidates at the last rounds of counseling, seats remain vacant. For which college conducts spot counseling to ensure all seats are getting occupied.
