One of my friends was in a similar situation and with her rank she got NIT Silchar Mechanical. However, she changed her mind at the last moment when she heard of the poor placement scenario of NIT Silchar. Sbe enrolled for the special round and luckily made it to IIIT Guwahati. She took the risk of choosing a new institution only because its placement scenario seemed more promising and the curriculum was well-updated.
IIIT Guwahati also has an excellent research culture since the faculty comprises professors who are Ph.D. holders from renowned IITS. Students get the chance to work on projects under their excellent guidance. The resources are limited but their excellent course makes up for it. The courses in the 2nd semester are very interesting like data structures, calculus, differential equations, Computer architecture, etc

The IIIT Guwahati has been established quite recently. And the second batch of the college has backed an average package of 7 LPA. So, it can be imagined how the college is growing in terms of its placement percentages.
In terms of brand value, infrastructure, and quality of education the IIIT Guwahati is much better than PEC Chandigarh. PEC Chandigarh is not recommended by the students because of its environment. My brother studied at IIIT Guwahati in the 2017 batch and each of them received a Lenovo Laptop, and the model was within G50–80. The laptop they provide is of very decent and academic-centric specification. It is sufficient enough to get you going with all your assignments and presentations, but don't expect anything fancy or stylish.
However, the sad news is from 2018 onwards, IIIT Guwahati stopped providing the students with laptops due to the following reasons:
Now, students are required to bring their own laptops to carry out their academic projects. Also, many students have their own laptops before even getting into college adding to the benefit. At last, it is highly advisable to buy your own laptop which is dual booted with Windows and Ubuntu.
It is not mandatory for you to bring a laptop in your first year. The new campus of IIIT Guwahati is already well-equipped with resourceful labs and you may not require a laptop immediately. There is a computer center that has 300+ computers, which is available to students. Apart from that, every department has 50+ computers.
But in this digital age, it is always better to have your own laptop. Especially if you are from CSE or ECE branch. It will prove to be really helpful for your studies. If you are interested in coding, having a good laptop is necessary. Since it is difficult to carry out meaningful coding on smartphones.
