As a student of IIT Bhubaneswar, civil engineering at IIT Bhubaneswar is better than IIT Guwhati's design. I can share some insights about the institution.

I am a second year B.Tech Electrical Engineering student at IIT Roorkee. The NIRF 2024 ranking of IIT Roorkee and other colleges is given below:
Though all the options mentioned by you are equally good, I am mentioning below the highlights of B.Tech Electrical at IIT Roorkee-
During 2023, IIT Roorkee recorded the highest package of INR 1.3 CPA, and the highest international package of INR 1.06 CPA. Total 63 recruiters visited the campus with 500 job offers. Some of the top recruiters for the placement season were- BCG, Bajaj Auto, Flipkart, and Tata Steel.
During 2024, Flipkart offered a package of INR 34 LPA, and the position of Software Developer. This offer was open to B.Tech CSE, Electrical and ECE students.
Myntra offered a INR 30 LPA package for the role of Software Development Engineer, and this offer was open to students of B.Tech (CSE, ECE, EE) & MSM. These are just two examples.
The choice would ultimately depend upon your goals and interests, but I can assure you that B.Tech Electrical at IIT Roorkee will provide you with great academics, research opportunities, and placements.
On an overall scale, Civil Engineering from IIT Bombay will be a better option. But you should always give preference to branch over the institute. If you aren’t an IT enthusiast, choose IIT Bombay. It offers better career prospects and placement opportunities. IIT Bombay offers unparalleled academics, peer learning opportunities, exposure, and placement opportunities.
During the recent IIT Bombay placements, Civil Engineering students received the average CTC of INR 8 LPA. The highest CTC for the branch goes up to INR 60 LPA.
Choosing between BITS Goa CS and IIT Roorkee (Civil or Chemical branch) majorly depends on different factors including your preference, interest, and career goals.
VIIT is the first preference of many students for civil engineering. NIRF and the Outlook rated this college 155th and 132nd respectively for engineering. VIIT Pune offers a B.Tech program in Civil Engineering.
Admission:
Faculty:
In the department, the faculty members are excellent with the majority of them having a Ph.D. degree and years of experience in teaching.
Infrastructure:
A well-organized technical lab and the departmental library is there and can be accessed by the students. A fully ventilated auditorium cum conference room is also available where guest faculty take up the workshops and conferences.
Placement:
Students here are trained for placements by mock interviews and industrial visits during their final year. The college has a placement rate of 95 percent in the civil engineering department which again makes it a better choice for this course.
Internships are also available with a stipend during vacation times. On compilation of the internships, many students get job offers.
VIIT Pune is a good option for Civil Engineering with decent placement opportunities.
Before diving into any conclusion, it is important that you understand the basic difference between B.Tech and B.E degrees. Following which, you have to clarify the doubts you have regarding both NIT Goa and Goa Engineering College.

Average CTC | 6-8 LPA | 3.5 LPA |

IIT Bhubaneswar placements for Civil Engineering have been excellent for the past few years. Students got recruited core job profiles in reputed PSUs like IOCL, HPCL, etc. Here are the highlights of the placements for Civil branch.
Average CTC | INR 7.67 LPA |
Highest CTC | INR 17 LPA |
Lowest CTC | INR 5 LPA |
Students also get recruited in non-core job profiles. Companies such as Wipro, TATA Motors, L&T Construction etc. allow Civil Engineering students to take part in the placement.
One of my cousins was in a similar dilemma when she got selected for both Civil at NIT Jamshedpur and CSE at IIIT Ranchi. S he decided to go for NIT Jamshedpur as she had no interest in the IT sector at all. S he wanted a core branch and NIT Jamshedpur seemed to be her best choice. Moreover, its Civil branch placements are considered to be at par with the top NITs. In your case too, it's best to focus on your interests and future prospects to make a healthy decision. If you have even a slight interest in the IT sector, choose IIIT Ranchi because its CSE is way better than NIT Jamshedpur CSE.
Here is a brief overview of both the institutes'

Overall, Civil Engineering at CUSAT is a good choice for interested students.
One of my friends was in the same situation last year. He got IIEST Shibpur Metallurgy and Materials Engineering, Mining Engineering, and Civil Engineering along with a rank of 1383 in West Bengal State Merit List of NEET for MBBS admission converted with a mark of 462.
So, if you want to become a doctor and serve people and if it's the long-cherished dream of pursuing MBBS then you should leave IIEST and better prepare for NEET again. Different people will have different views regarding the decision of leaving a good college like IIEST but in the end, it completely depends upon your goals.
