NIT Kurukshetra does have a slight edge over PEC.
Both the BITS, Hyderabad, and Goa offer equal job opportunities and the academic environment is also similar. While BITS Hyderabad enjoys a more favorable location in the IT hub of the country, Goa has an amazing climate. Choosing one between the two is a matter of priorities only.
As far as NIT Kurukshetra is concerned, it cannot match the level of BITS yet.

Considering everything, you can choose either BITS Hyderbad or BITS Goa, as you won't regret either choices.
There are two factors to consider while choosing your college, the institute itself and the branch you are getting.
In your case, NIT Kurukshetra is the better institute but CSE is the better branch. In such cases, you should prioritize the branch. That being said, CSE is a much wider and in-demand branch right now. The opportunities are infinite and not comparable to IT. In fact, for CSE, the institute doesn't even matter much because the job opportunities depend more on individual skills and passion for the field. If you are genuinely interested in CSE, the opportunity offered by NIT Hamirpur and NIT Kurukshetra will have only a hairline difference.

As you can see, there isn't much difference in the packages. Moreover, you can opt for off-campus placements. One of my friends did so and secured a package of 1 crore in the USA. So, your interest in the field matters more than anything.
This totally depends on your choices and interests. As the college administration is unknown towards your logical mind in doing computer programming all day or managing a manufacturing unit.
If you choose Mechanical Engineering as a branch, it is far better than Computers, where the second one is more subjective than the first one. For this reason, you can easily become an expert in computer programming, and it is not so easy to become a mechanical engineering expert.

But if you are interested in mechanical, or want to appear in IES after completing the BTech degree, then studying mechanical from MNNIT will be the best decision for you.
Besides, if you want to take Computer Science to be settled in top MNCs, studying CSE in PEC will be the best decision for you, rather than studying it in NIT K.
I have friends from NIT Kurukshetra, so can give you an idea about the institute. The Mechanical Engineering Department at the institute has good faculties. But, they hardly come up to the class and without their guidance, clearing the exams is tough. If you are choosing NIT Kurukshetra I will advise you to concentrate on your studies as clearing examinations without supplementary examination is challenging at the institute.
Also, Placements are good enough at NITK and you can easily secure a 5-6 LPA package as of now. According to the 2020 placement report the average CTC offered was 10 LPA.
No, IIIT Pune is not better than NIT Kurukshetra. In fact, its unfavorable location has affected the reputation of the college adversely. The institute is nowhere bear Pune city but it's situated in a typical Maharashtrian village. The institute lacks basic amenities such as transport, daily goods, and electricity supply. One of my friends was in a similar dilemma and decided to visit IIIT Pune once. The moment he saw the building and the location, he made up his mind to go for NIT Kurukshetra instead.
