I refuse to believe that the new IITs are less preferred by students considering their exponential growth and achievements. I don’t think that the new IITs are lacking in any way be it the campus or the placements. Most new IITs are now operating from their own modern campus with top-notch infrastructure. The average packages of the new IITs again prove that they are nowhere inferior.
The reason why some are preferred over others is simply because of location. Initially, Andhra Pradesh had the maximum number of selections in JEE so the IIT Hyderabad's opening and closing rank was better than other new IITs. Also, Hyderabad enjoys a better location than Indore. Personally, I believe if you are able to make it into the new IITs then getting old IITs isn’t difficult either. This proved that the new IITs are doing well and aren’t lacking in any aspect.
In case you are considering a branch change, the better option between IIT Mandi and IIT Jodhpur is the latter. Here are 2 solid reasons that support my stance.

Branch change from EE to CSE is easiest at IIT Jodhpur. Here, students who have scored a 9+ CGPA can change their branch as there are no additional criteria. If you are talking about an easier branch change from EE to CSE, it would definitely be IIT Jodhpur, as here there is a rule that if you score a CGPA of 9+ then you can change your branch to any branch of your choice.
When my friend was a student at IIT Mandi a few years ago, she told me that 10 students from the EE branch changed their branch to CSE and a total of about 18 students from other branches changed their branch to CSE, and about 10 students from different branches to EE. Surprisingly enough, the last student to change his branch to CSE had a CGPA of 8.67.
Thus, branch upgradation is easier at IIT Jodhpur than at IIT Mandi.
It depends on what it is that you want as both are different subjects. It depends on your preference. According to my cousin who studied CSE at MNIT, if you want a challenging job and you are aiming for PSUs, then mechanical engineering may be good. But the placements of mechanical even in top colleges like IITs will be lower than their CSE counterparts.

Mechanical engineering is going to be tougher even at IITs to secure a job. However, with some struggle, hard work, and years of experience, you may land a PSU job. However, CSE is not easy but getting an initial start to your career is easier in this branch with a good starting salary.
