NIT Rourkela is also good but not in the same league as Warangal. NIT Rourkela has increased in popularity in recent years and is currently in the league of NIT Allahabad, Jaipur or Calicut. Its main disadvantage is its location and extremely strict attendance rules. But the infrastructure of NIT Rourkela is getting better each day. Due to its location some of the top recruiters do not prefer visiting the college.

It's a strong branch when it comes to chemical engineering. It is also a strong area if you are involved in science or higher research. More industrial than biotech is applicable in this area. So if you have a lower grade, it is possible that this could stand as a setback.
Finally, when it comes to Tier 3 colleges NIT Rourkela is better, the job prospects from these colleges are not that great. You can expect to have a salary of INR 3 to 4 lakhs per annum with most jobs in service based companies.
If you are interested in academics and want to pursue research after completing M.Sc, NIT Rourkela is the best option among these. The institute offers good resources and facilities to carry out research interests. You can explore and learn.

ECE at NIT Rourkela is good. This is due to the location advantage which DTU enjoys. Delhi is certainly a better place in terms of opportunities than Rourkela and you will definitely get more industrial exposure. Even if you are inclined towards higher studies and research, Delhi definitely has more options for proper training and guidance.

BITS Pilani is a good option but not for ECE. It would be better if you go for CSE at NIT Rourkela.
My suggestion will be the Institute of Chemical Technology, Mumbai. The reasons are mentioned below.
