I have a few friends who graduated from AKTU. According to them, the official attendance criteria are 75%. However, it is not strictly followed in every college. The attendance criteria vary depending on the college as well as your department. Some departments are more flexible regarding the attendance criteria while the others are strict.
I even know people who were allowed to give examinations even with 25% attendance, so it entirely depends on college and departments. However, to be safe try to maintain at least 60% attendance.

The simple answer to this question is yes, your marks are likely to improve if you apply for challenge evaluation in AKTU.
This answer is based on the experience of my brother who got a back in of the subjects. Initially, he thought of applying for challenge evaluation, but later changed his mind and went for carryover paper (INR 1000). But unfortunately, he got back into the same situation again. This disheartened him and he decided to apply for challenge evaluation (INR 2500) in AKTU. He was able to clear his back by gaining marks through challenge evaluation. This incident concluded the following possibilities:
The professors conduct wrong evaluation
Professors intentionally give a lot of backlogs in order to earn money through challenge evaluation.
So don’t waste your money on carryover paper. Simply apply for evaluation.
In UPSEE and AKTU, reserved category students are given concessions on college fees in terms of scholarships and fee waivers by UP Govt. If you get a seat under the tuition fee waiver scheme, you won’t need to pay the tuition fee. However, you need to pay other institute fees.
There are also scholarships for students with a family income of less than INR 2 lakhs per annum.
AKTU is a public university under the umbrella of Uttar Pradesh government. It comprises more than 800 colleges and is among the largest technical universities in Asia.
Whereas UPSEE or Uttar Pradesh State Entrance Examination is a state level entrance examination. This exam opens gates for admission at government aided as well as private unaided institutes that are affiliated to UPTU.

The best way to write an answer sheet in AKTU is to start from the section that covers maximum marks and go in descending order. The proper way to attempt every section that will give you maximum marks is mentioned below.
Section A (50 marks)
This section requires the most attention as it covers the maximum marks. Use the format-

Main point
Diagrams
Footnote
Flowcharts
This will get you maximum marks.
Section B (30 marks) – Summarise your answers and write lesser details as compared to the previous section. Follow the same format though.
Section C (20 marks) – It’s like you now have only 30 minutes left to attempt this section. Try your best to attempt all the questions. Write only 2-3 lines with no details. If you don’t know the answer to a question, make a related flowchart or diagram and you will get marks.
Following this technique will definitely fetch you good marks especially if you have attempted sections A and B fairly well.

In order to change your branch in AKTU after completing the 1st year, you must meet the following criteria:
No backlogs in both semesters of your first year.
You must have secured 75% or more in both of the semesters of your first year. Also cumulative aggregate must be 75% or more.
You don't have any impending disciplinary action against you.
Availability of vacant seats in the branch you are willing to get transferred to.

As far as the checking of back/carry over papers is concerned, there is no major difference between that of regular papers. It is just a myth that lesser marks are given in back papers than regular ones. In fact, there are many cases where the students scored higher marks on back papers in comparison to their regular ones.
There are some tips you can make use of to get the best out of back papers:
For theoretical answers always begin with a heading and definition. Proceed with answering the question in points (especially 10 marks questions)
Don't forget to include neat diagrams wherever necessary
Don't write extraordinarily long answers and refrain from including irrelevant information.
Done leave any questions unanswered. Write whatever little knowledge you have related to the question. You might get 2 or 3 marks for this.
If you are unable to go through the entire syllabus, make sure you study the previous 5 years' papers deeply. Almost 50% of the paper is from repeated questions.
The key is to input maximum effort. Start studying at least 10 days prior to your exams to get good results.
