Which university is better for an undergraduate degree in fine arts with a biology minor, U of T, McGill, or Concordia University?

You should prefer University of Toronto or McGill. If you get accepted at both the university, choose one of these according to your preference. 

UofT has one of the best fine arts programs in the world. Their Biology minor program offers an introduction to Cell & Molecular Biology, Evolutionary Biology, Ecology, and Physiology. McGill’s Biology program is more research-oriented. You will get a chance to work and collaborate with some of the best and brightest researchers. 

UofT and McGill also rank higher than Concordia. UofT was ranked 18th in World University Rankings 2022 by Times Higher Education.  McGill was ranked 44th by THE.

If you are planning to join a research based course, there is no better University than UofT. It’s a top ranked Canadaian institute and ranked 21st worldwide by QS World Ranking 2020, thus it is highly competitive with a 43% admit rate.

Your chances of getting a Canadian visa depend a lot on the background of your education and financial background. Your travel history matters too to some extent.

You must ensure that your tuition fee is at least partially paid if not fully paid. Humber College is counted among the best institutions in Canada so properly fulfilling all the documentations and meeting all the requirements won't be very difficult. The chances depend mostly on your educational requirements and how have you performed so far.

After graduating from a program that meets the necessary requirements, you can apply for a Post Graduation Work Permit (PGWP), which may be issued for a duration equivalent to the length of your program or up to a maximum of three years. It is important to begin the application process as soon as possible after receipt of your graduation documents, because processing times can be lengthy at times.

Graduation documents are typically available from Humber four to six weeks after the end of a semester. For example, students who complete their program in April should expect to receive graduation documents in early June.[2]

Outside of Canada, visas can be acquired through your Canadian consulate, Embassy or High Commission. The length of time required to process your visa application will vary from country to country. Not only is Dalhousie an old university but also has a lot of different class options to suit your needs. The city of Halifax is also very nice and easy to navigate. With a lot of different schools, colleges and universities around, you will have no shortage of things to do if you are fond of art and music.
The classes are enjoyable and their size after the initial year is pretty reasonable as well. Almost all the facilities have great staff and the professors are always there for your help if you need them. 
Diversity wise too Dalhousie is a great place and specially diverse for international students.
Dalhousie University is academically the best as you get out of it what you put into it. It has good professors, a beautiful campus and a great location in a small but vibrant city. Dalhousie has a wonderful environment to study and play. It has a great pool and sports center called the sportsplex. Halifax has more part-time job opportunities and fewer full-time jobs and the pay scale is lower and the tax is higher.

Dalhousie University has been ranked #291 by QS World University Rankings 2021. QS Graduate Employability Rankings 2020 has ranked Dalhousie University #301-500 and it has an employment rate of 84%.
