Based on my research, here is some relevant information to assist you-
IIIT Bangalore offers much better infrastructure, research facilities, and placement opportunities as compared to NIT Surathkal. However, the fee structure at IIIT Bangalore is also on the higher side. Most of the top brands visit both these campuses for placements.
As of June 2023, the highest CTC for M.Tech ECE stood at 38 LPA, at IIIT Bangalore. The average CTC stood at 26.2 LPA, and the median CTC stood at 22.5 LPA.
Though both are top colleges, I would recommend you choose IIIT Bangalore for M.Tech ECE. Especially, if the fee is not an issue for you.
IIIT Bangalore is the right choice for your M.Tech. Here are some reasons why-
I would recommend you choose IIIT Bangalore for your M.Tech as it is far superior to Symbiosis for Engineering courses.
In Maharashtra, there are many good colleges for chemical engineering other than VNIT Nagpur, Institute of Chemical Technology-Mumbai, and IIT-B. Some of them are - Bharati Vidyapeeth Deemed University, Pune; MIT World Peace University Pune; Rashtrasant Tukadoji Maharaj Nagpur University Nagpur; and Vishwakarma Institute of Technology Pune.

According to NIRF 2020 rankings, the colleges were ranked as follows:
Bharati Vidyapeeth Deemed University Pune is ranked 98th out of 200 in India and 5th among colleges in Pune.
MIT World Peace University Pune is ranked 138th out of 300 in India, for B.Tech courses and 5th in Pune for B.Tech courses.
Rashtrasant Tukadoji Maharaj Nagpur University Nagpur is ranked 144th out of 300 in India for B.Tech courses and 13th in Maharashtra among B.Tech colleges.
Vishwakarma Institute of Technology Pune is ranked 165th in India out of 300 for B.Tech courses and 6th in Pune for B.Tech courses.
Admissions:
Bharati Vidyapeeth Deemed University Pune
Candidates must have passed 10+2 from a recognized board with PCM as the subjects.
Admissions will be granted on the basis of marks obtained in the CET conducted by the university itself.
The fee structure for the 1st year is Rs 1.2 Lakhs.
MIT World Peace University Pune:
The candidate must have gained 50% marks in PCM with Physics, Mathematics, and English as compulsory subjects.
A valid score in JEE Main 2020/ MHT-CET 2020 score.
The total 1st-year fee is Rs 3.1 Lakhs.
Rashtrasant Tukadoji Maharaj Nagpur University Nagpur:
The aspirant must have passed 10+2 with the science stream.
The fee structure for the 1st year is Rs 33,600.
Vishwakarma Institute of Technology Pune:
A minimum of 50% is required in the science stream for admissions having Physics and mathematics as the compulsory subjects.
A valid score in JEE/ MHT-CET is required.
Rs 1.79 Lakhs is the 1st year total fees for chemical engineering.

The infrastructure of MITWPU is very pleasing. The university also provides other facilities like the ground, gym, auditorium, basketball court, hostel, canteen, labs, library, etc. Playgrounds, labs, and hostel facilities are provided in BVDU and RTMNU. On-campus facilities in VIT include labs, auditorium, playgrounds, canteen, gym, etc.
All the institutions are good. You must first decide which branch you want to opt for among ECE, EEE, and CSE.
Ranking- In the NIRF India Rankings 2023: Engineering, out of the top 200 institutions, IIT Bhubaneswar is ranked 47th, IIT Dhanbad is ranked 17th, IIT Patna is ranked 41 and IIIT Bangalore is ranked 74th.

The cost of CSE at IIIT Bangalore is much more as compared to the others. IIIT Bangalore is a private institution. You must also consider the Course Fee while making your decision.IIT Dhanbad is more popular for Mining Engineering.
All the institutions are well-renowned and will provide you with a rich learning experience. You can consider the above statistics to compare each institution and course and arrive at a final decision.
When it comes to IIITs, IIIT Hyderabad is by far the BEST. IIIT Bangalore is good as well and has some good faculty, but it doesn't have the fire brand in CS that IIIT Hyderabad does. If you're looking for an advantage, IIIT B is located in Bangalore, but then again, IIIT H is located in Hyderabad, so it's not as good as IIIT H.
IIIT D and IIIT A are both government-run and have a 50% reservation. This puts them behind the above mentioned colleges. IIIT D has better faculty and is located in Delhi, which gives it a certain location advantage. However, IIIT A is an older institute. Both places are filled with Delhiwalas and UP bhai log, which doesn't help them either.
If you're a North Indian, you might like IIIT A/D more than IIIT B, and vice versa. However, almost all Indians like Hyderabad as a city. The majority of people in Hyderabad are friendly and know Hindi, so North Indians find it easier to adjust. At the same time, Hyderabad people are not language chauvinists like other South Indians (read Tamilians and Kannadigas), so that also helps. Plus, if you're a South Indian, you will easily adjust to Hyderabad since it still has a Southern Vibe to it.
In short, IIIT H is the best among the above depending on faculty/location/college life and the general atmosphere. If you're not getting IIIT H, you could try for the Top NITs (only Trichy, Warangal, and Surathkal) and then your famous state colleges like NSIT/DTU for Delhiites, Anna for Tamilians, Jadavpur for Bengalis, COEP for Marathis, etc., JNTU, etc.
