Both colleges are IPU colleges. Between the two MSI is a much more preferred college for BCA. The college has a superior ranking across all rankings published and even provides much better placement offers. However, MSI has a higher cutoff between the two, if you get MSI that should be your first preference.
According to one of my friends at VIPS, it is much better than Maharaja Surajmal. They both are affiliated with the Guru Gobind Singh Indraprastha University (GGSIPU). So essentially, the core study structure will be more or less similar at both institutes. But VIPS is known to have a better faculty, infrastructure, and placements.
Your first year at VIPS will go like a breeze with the smooth conduct of academics as well as extra-curricular activities.

VIPS Delhi is a decent option for pursuing a BCA program. The placements are good companies like, Wipro, Infosys, etc. visit the campus placements. VIPS placement highlights show the average CTC for BCA to be around INR 3-4 LPA.

Other than VIPS, you can consider one of these institutes for a BCA.
It is difficult to say if Maharaja Surajmal Institute is any better than VIPS for pursuing BCA as both are not very good institutes. Both are affiliated with the Guru Gobind Singh Indraprastha University (GGSIPU) so the curriculum followed is almost similar.
As far as faculty goes, both the institutes are equally bad. For VIPS, the faculty, as well as the administration, is so bad that on average the attendance for any class would be around 50%. Class bunks are pretty common and neither the faculty nor the administration cares about it.
Entrepreneurship is a non-existent word in the directory of both colleges. Startups do not get the required attention or importance which they can say proudly. As far as placements, it is also pretty bad in both the colleges and almost similar.
There are only two reasons for choosing VIPS over MSI –
Apart from that, there are no real reasons or arguments in favor of either them being superior over the other.
RK Math offers the best learning experience not only in German but every other foreign language.
However, It is advisable that if you don’t have any financial problems then you should apply for Goethe-Zentrum Hyderabad. To get into this you have to appear for an entrance test.
Amity University, Noida is better than VIPS-IP. It offers good exposure and salary packages to students. During the 2021 placement drive, more than 340 companies visited the placement drive. The highest and average CTC offered were INR 21.5 LPA and 5 LPA. With a large campus and decent facilities, Amity Noida offers a better campus life.
However, for curses like BJMC and Journalism, VIPS is better.
BJMC is a graduate-level course in media or journalism that has a duration of 3 years with 6 semesters. To be eligible for admission, you must have passed 12th grade from any stream.
Admission to some colleges is based on an entrance exam, while others offer admission based on merit of 12th or graduation. After completing the course, job opportunities open up in various sectors such as TV news channels, newspapers, magazines, the film industry, corporate and marketing, public relations, and web portals. Job options after BJMC include news reporter, cameraman, anchor, film director, scriptwriter, public relations officer, marketing manager, content writer, photographer, and videographer, among others.
KCC Institute of Legal and Higher Education (KCCILHE) in Greater Noida is an 'A' grade college affiliated with IP University that offers a practical learning experience, leaving no loopholes in education, extracurricular, and overall personality development. KCC frequently organizes seminars, events, workshops, conferences, guest lectures, internships, and competitions to provide students with ample opportunities for growth and learning. KCCILHE is currently organizing an essay writing competition on 'Child Labour & Ways to Prevent it' and has previously organized a webinar on 'Analyzing Media Imperialism on the World Stage'.

VIPS is ranked 23 by The Week for MBA. Whereas, Apeejay School of Management is ranked 91 for MBA by India Today. Before finalizing any college, you need to look at various parameters other than ranks such as placements, ROI, infrastructure, etc.
Admission:
VIPS- It offers AICTE approved PGDM courses under 7 specializations. The first-year course fee is 4.29 lakhs. Admission to the PGDM programs is through CAT/XAT/CMAT/GMAT.
Apeejay School of Management- The PGDM programs offered are AICTE and AIU approved. The total course fee is 8 lakhs. Students with more than 70% have a good chance of securing admission at the institute.
Infrastructures & resources:The Infrastructure of VIPS better among two. Its campus life is fantastic as it has the infrastructure for sports and other extracurricular activities.
