My sister did her M.E. in ECE from Thapar University in 2016. The placement and job prospects of Thapar University M.E. students depend on various factors. The most important of these is CGPA and dissertation. My sister’s dissertation revolved around music signal processing. Honestly speaking, this internet-controlled era hardly requires good teachers as everything is available on the net. You can get in touch with internationally proclaimed professors with just a click. As far as IIT faculty is concerned, all IITs have similar degree holders that are quality knowledgeable.
A good teacher is the one that hones your talents to the fullest. They not only help you acquire knowledge but also shape your thinking style. Every institute has a few teachers that influence a student in a unique way. I am sure both IIT Guwahati and IIT BHU will have similar teachers.
Ultimately, what matters is the environment and the activities that these colleges will provide us to expand our intellect and maximize our talents. Pay little focus on the faculty and look for the right field to enter that will help you shape your career. Personally, I would suggest you go for IIT Guwahati as it has more open-minded and active people in that area which will give you considerable freedom to think and perform.
NIT Uttarakhand is the last choice of the majority of students among all other NITs. It has the lowest ranking, poor placement records, and no awards or academic excellence. It is considered a Tier 4 institute.
On the other hand, IET Lucknow is a prestigious institution, especially for engineering students. It is one of the best UPSEE institutes in Lucknow. Moreover, it is considered academically strong and has earned good recognition.

Generally, ECE is better than ME but it applies to the institutes which are nearly on the same level. In this scenario, pursuing ME from IET Lucknow would be the better option in terms of placements, a recognition that would later help you in finding a job through off-campus placement.
There is no specific closing cutoff for the mock-round allocation. Though based on the previous year's data, the closing rank is supposed to be in the range of 1500-2000. It can increase but it is less likely to drop below 2000.
The mock seat allocation is done on the basis of options filled in by the particular candidates within the time limit. It is however meant to provide each student an overview about the status of the option filled in by them for their personally opted IIT course, as per record.

However, it is quite common to see students with a CPI of 8 or higher being selected most. This is the harsh truth, thus you might see your name in the first shortlist but not in the second list as your CPI is lower. Hence, work hard enough to get a CPI of 8 or higher and emphasize more and more on your coding skills as the coding exam for Goldman is very tough.
