I suggest you give one more attempt at the entrance exams if your age permits. Otherwise, if you are planning to take admission this year itself, then you can choose NICMAR.
NICMAR is a reputed institute with good placements. The highest salary goes to 16-17 LPA and the average ranges to 7-8 LPA. Irrespective of your undergraduate, you can learn and gain management knowledge.
There are many companies in the corporate industry that prefer civil engineers for management roles, so you can grab a good placement for this college, and you can also participate in various case competitions organized by various companies and grab a placement from there as well.
NIT Rourkela and NIT Srinagar both are among the country's largest and premier institutes.
NIT Srinagar Kashmir was awarded Outstanding Engineering Institute (North) Award by Dhanik Bhaskar in 2013 and is considered the premier engineering institute in northern India.
NIT Rourkela has 6 academic centers and 9 centers of research, which have also received Centres of Excellence from external Government agencies. This institute has a Technology Incubation Cell (TIC), where major corporate houses will set up their product and units in a scholastic environment.

Both the NITs offer BTech courses for Civil Engineering and the admission is through JEE Mains.

Placements:
The civil engineering branch at NIT Srinagar has a placement rate of 50-60%, with L&T and PSUs as major recruiters.
The placement percentage for NIT Rourkela is 90%, with L&T being the greatest recruiter. Internship opportunities are also wide-ranging for core fields.
Some of the major recruiters at NIT Srinagar are Vedanta, Capgemini, Wipro, Maruti Suzuki, Ircon, Tata Construction, L&T, Gammon India, PSUs, etc.
L&T, TATA, IOCL, Vedanta Tata Sail Future First, Shapoorji Pallonji, KEC International, Amdocs, Deloitte, Akash Institutes, Amazon, Zomato, etc are the top recruiters at NIT Rourkela.

Infrastructure:
NIT Srinagar has above average mess, classrooms, and functional labs. The university also has a medical center with an ambulance service. An open Wi-Fi facility with good speed is also available.
NIT Rourkela has the best of its kind infrastructure. It has LAN and hostel services along with a well-equipped library that has state-of-art technology. The food quality at the canteen is also good.
Faculty:
At NIT Srinagar, more than 90% of faculty members are Ph.D. holders from IIT and IISC. Their focus is on the upgraded course curriculum.
Faculty members at NIT Rourkela add multi-disciplinary subjects as per the industry trends. They also provide for research-oriented studies and discuss practical problems of industry. The course curriculum designed by them also undergoes improvement from as per time.
NIT Rourkela has an old reputation in the engineering arena, while NIT Srinagar has a good faculty department. A student should also take into consideration the place accessibility while choosing between the two.
One of my friends chose ProductionCivil and Metallurgy at NIT Jamshedpur. Honestly, the preference may vary from person to person depending on their career prospects and inclinations. However, I can certainly guide you to decide the right one
So the preference order in my opinion is Production>Metallurgy>Civil. Ultimately it’s your own preferences that will determine the choice.
The placement record for Civil Engineering at Jadavpur University is not great. For a decent job offer in the placement drive, you will need to top your batch or have to be within the top 10 students in your class. The initial pay scale may not be that attractive, but you can expect to receive a good CTC, once you get experience.
The initial salary package for Civil Engineering is around 3-5 LPA. The placement scenario for branches like Civil is similar in other reputed institutes like IIT KGP. Only after doing your M.Tech from reputed IITs or NITs, you can expect a good salary package. If you want to get a good job after graduation, you should start preparing for UPSC, GATE, IES, etc. If you score a decent rank in GATE, you can work for PSUs. West Bengal Govt. also offers many jobs for Civil students.
Both branches offer enough opportunities and scope in their respective fields. However, choosing one between these two will depend on your own preferences.
Placement-wise, Mechanical is slightly better than Civil at NIT Raipur. But that certainly does not mean that Civil students don’t get any kind of opportunities. One of my friends did his internship at Delhi Metro (DMRC) and that opened many doors of opportunities in both public and private sectors. As a civil engineer, you can contribute your services towards the nation's development along with public services.

In my opinion, Civil Engineering seems to be a better option than Mechanical. This is because there are huge vacancies in the public sector so the demand for civil engineers is slowly increasing. However, one must bear in mind that NIT Raipur has very few core companies coming for placements. Some of them that have visited in the past are L&T, SPCL, S K Samantha, Buildkraft, and PSUs like BPCL, HPCL, and CIL.
Ultimately, choose the branch that suits your inclinations and future prospects.
